- The Government intends to issue a solicitation on or about 19 Nov2008 for the overhaul of the F-5 Oil Defog Control Valve. "This noticeof intent does not in itself represent the issuing of a formal requestfor proposal and is not intended to be taken as such. " The contractorshall provide all labor, facilities, equipment and material toaccomplish the disassembly, cleaning, parts inspection, reassembly, andtesting of the F-5 Defog Control Valve (NSN 1660-01-019-8575,P/N748890-2) required to bring the item to "like new" condition. A fiveyear requirements contract consisting of a base year and four one yearoption is contemplated. The anticipated Best Estimated Quantity (BEQ)per year is 10 ea with an initial delivery schedule of 2 each 30 daysAfter Receipt of Order (ARO. Prequalification of sources is essentialto maintain high quality and maximum operational safety. Therequirements of FAR 9.202 and 52.209-1 Qualification Requirements apply.Sources must be qualified prior to being considered for award.Interested vendors that have not been previous approved for thisacquisition must submit a Source Approval Request to Joe Roop. Asprescribed in FAR 9.202(e) The contracting officer need not delay aproposed award in order to provide a potential offeror with anopportunity to demonstrate its ability to meet the standards specifiedfor qualification. OMBUDSMAN (AUG 2005) An Ombudsman has been appointed to hear concerns from offerors orpotential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process.
