- Description
- The United States Environmental Protection Agency (US EPA), Facilities Management and Services Division (FMSD), anticipates conducting a small business set-aside competition for strategic planning, comprehensive space analysis and design, and project management services for its Headquarters and Nationwide facilities. The work performed by the Contractor shall include comprehensive space analyses; space consolidation and reduction strategies; GSA solicitation for offers (SFO) including EPA?s stringent environmental and sustainable design criteria, site requirement data, security requirements, submittal requirements, and selection criteria; developing programs of requirements (POR) based on comprehensive space analysis, that accurately reflect spatial, functional and operational requirements of components under consideration; building analyses and condition assessments; preparation of an EPA facilities guide; project management; and space planning and furniture design. This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The North American Industry Classification System (NAICS) code is 541611, Interior Design Services. The small business Size Standard is $7.0 Million. The Request for Proposals (RFP) will be posted on the Internet on or about December 8, 2008. Proposals shall be due approximately forty-five (45) days after the RFP issuance date. The anticipated contract type is a single award, indefinite delivery/indefinite quantity time and materials, with work ordered through task orders. The period of performance is expected to be one base year with four (4) one-year option periods. The labor hour estimate for each option period is 20,900 hours. The formal solicitation, amendments, procurement updates and other related information will be posted on the EPA website at www.epa.gov/oam under PR-HQ-09-10304 as they become available. Interested parties are advised to periodically monitor the website for updates concerning this procurement. All responsible sources may submit a proposal which shall be considered by the agency.
