Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS), is conducting a market survey to seek potential sources from qualified small business firms under North American Industry Classification System (NAICS) Code 541611 ($6 million) which have the capability to assist in implementing the requirements of the revised OMB Circular A-123 Appendix A at the Agency for Healthcare Research and Quality. Sources must have an understanding of and demonstrate that they have experience implementing Circular A-123 and its Appendix A. Sources must be comprised of or have immediate access to, seasoned professionals with extensive knowledge of, and experience implementing Circular A-123 and its Appendix A. The DHHS is taking a “top-down” or “Department-wide” approach for implementing Appendix A of the Circular. A top-down approach to planning, documenting, and testing internal control over financial reporting begins with the significant DHHS-wide financial reports and works back to the key processes, controls, and supporting documentation. The Contractor will assist AHRQ in implementing the DHHS’s approach for implementing Appendix A of A-123. The implementation may involve but is not limited to: •Planning-Plan and Scope the Evaluation, including Risk Assessments •Documentation-Document the Controls •Testing-Evaluate the Design and Operating Effectiveness •Identify and Correct Deficiencies •Reporting-Report on Internal Controls Interested small businesses should submit their capability statements (no more than 10 pages in length) to Gayle R. Sunde, Contracting Officer, Agency for Healthcare Research and Quality, Division of Contracts Management, 540 Gaither Rd, Rockville, Maryland 20850, no later than 12:00 noon prevailing local time, on November 20 2008. Capability statements should be tailored to this request and identify the source’s capabilities to complete this requirement, including information on key staff experience and a description of corporate experience with similar projects. Capability statements should be submitted in an original and two (2) copies. Hard copies only.
