Description
Fleet and Industrial Supply Center Puget Sound (FISCPS) has a requirement for Fire Watch and General Laborers Services in support of the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) for a one-year base period of performance plus two (2) one-year option periods.The Puget Sound Area (to include but not limited to Bremerton, Bangor and Keyport, Washington) has been identified as the performance location. This solicitation will be negotiated utilizing FAR Part 15 and 19. NAICS Code 561320 is applicable for this requirement. Competition for this procurement is limited to eligible 8(a) firms located in Region X which includes the states Washington, Idaho, Alaska, and Oregon and 8(a) participants in good standing serviced by a SBA office outside the states of Washington, Idaho, Alaska and Oregon but having a Bona fide branch office in the states of Washington, Idaho, Alaska and Oregon. A Bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) Participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or other temporary construction sites. SBA Requirement Number 1013-09-900362 is applicable. Joint ventures are allowed to bid on this 8(a) Competitive Requirement. Instructions to Bidders will be included in the RFP which will be posted to the NECO website. The RFP is currently not available but, will be posted for downloading approximately 01 December 2008. All eligible 8(a) firms are responsible for downloading the RFP from NECO website at: www.neco.navy.mil. It is also the responsibility of the firms, intending to propose on the RFP, to monitor that site for any amendments to the RFP. No telephone or fax requests for the RFP package or amendments will be accepted. An email request to Joshua.carter@navy.mil will be accepted in the event that a firm experiences problems downloading the RFP from the NECO website. The Government is not responsible for any inability of a firm to access the posted documents. This office will not maintain a bidder's mailing list. No paper copies of the RFP and/or amendments will be mailed. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for RFP closing may render your proposal nonresponsive and result in the rejection of same. The resultant contract will be a Labor Hour Indefinite Delivery, Indefinite Quantity Service type contract awarded to the successful 8(a) offeror that provides the best value to the Government in accordance with the evaluation criteria setforth in the RFP.
