- Description in English and Spanish - On behalf of the Inter-American Foundation (IAF), an independent agency of the United States Government, the Bureau of the Public Debt is seeking a Dominican Republic non-government organization or a Dominican Republic private consultant with relevant technical and management experience to provide local advisory services which include the following tasks: 1) inform the grantees about IAF procedures related to disbursements, and reporting requirements; 2) provide the grantees with appropriate monitoring on an as-needed basis to enable them to effectively carry out their grassroots development programs; 3) ensure that the Foundation Representative is informed and engaged regarding current development issues and strategies with the country, and as appropriate, within the region; 4) ensure that the Dominican Republic non-governmental organization (NGO) community has access to information about the IAF, its funding priorities, guidelines for proposal preparation, and process for grant approval; and 5) maintain adequate records and appropriate office space and infrastructure. The contract will be for a one-year period with four option periods. The Government will consider proposals from all responsible sources. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. Descripción en inglés y en español - En nombre de la Fundación Interamericana (IAF), organismo autónomo del gobierno de EE.UU., la Secretaría de la Deuda Pública busca una organización no gubernamental dominicana o una consultoría privada dominicana con experiencia técnica y administrativa relevante para prestar servicios de asesoría local, incluyendo los siguientes: 1) informar a los donatarios sobre los procedimientos de la IAF en cuanto a desembolsos, y sobre requisitos de presentación de informes; 2) proporcionar a los donatarios el monitoreo apropiado, según sea necesario, para permitir que implementen de manera efectiva sus programas de desarrollo de base; 3) asegurar que el Representante de la Fundación esté informado e involucrado respecto a los temas y estrategias actuales del desarrollo en el país, y en la medida apropiada, en la región; 4) asegurar que la comunidad dominicana de organizaciones no gubernamentales (ONG) tenga acceso a información sobre la IAF, sus prioridades de financiamiento, directrices para preparación de propuestas, y proceso de aprobación de donaciones; y 5) mantener registros adecuados y espacio de oficina e infraestructura apropiados. El contrato tendrá una duración de un año, con cuatro períodos opcionales. El Gobierno considerará propuestas de todas las fuentes responsables.
