- Construction of an Avionics Facility – Robins Air Force Base, GA POC: Angela D. Hodges, Contract Specialist, (912) 652-5162 NAICS Code: 236220 SIC Code: 1542 This is a Sources Sought advertisement only. No solicitation exists at this time. The US Army Corps of Engineers, Savannah District is seeking interested 8(a) Certified Firms with an office located within Region IV (GA, AL, NC, TN, MS, FL, KY, SC) which have 236220 among their approved NAICS Codes. The proposed facility is for the GA Air National Guard, at Robins AFB, GA. Description: A facility that is properly sized (approx 20,000 SF) and configured, and contains proper environmental controls is required to perform maintenance tasks on B-1B and E-8C avionics and electronic countermeasures systems and components. The facility must accommodate the maintenance of the following systems/functions: communications navigation, flight control, weapons control, sensors, electronic warfare systems, and instruments. Construction will include: Electrostatic discharge floor system. 400 hertz power stations. Reinforced concrete pier and grade beam foundation with floating slab, steel frame, masonry block exterior with brick extension, single-ply membrane metal roof, communications support, demolish two facilities, site improvements, landscaping, utilities, pavements, and all other necessary support. This project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. The construction of the building includes meeting EPACT 2005 energy efficiency requirements. Also included is the administrative tracking of achievement of Leadership in Energy and Environmental Design (LEED) – Silver Level certification. A collateral part of the project includes the demolition (including asbestos and lead-based abatement) of as many as 2 existing buildings and recycling of the material. Interested 8(a) Contractors shall have the experience and capabilities to perform construction that meets all of the following criteria: (1) construction projects with a contracted value of at least $4.0 Million; (2) construction of electronic equipment maintenance facilities of at least 20,000 SF, (3) Design build project experience. Projects submitted should clearly demonstrate the accomplishment of matching criteria as that described above. All interested contractors have until November 21, 2008 at 2:00 PM to submit your company’s business size, evidence of capabilities and experience in the three criteria above, and bonding capabilities in accordance with FAR 28.1.
