- The purpose of this Announcement is to invite all interested industry to participate in a Joint Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (JCREW) 3.3 System of Systems Industry Day on 18 November 2008. This Industry Day is being held in furtherance of Solicitation N00024-09-R-6303. Release of said RFP is anticipated in the near future. Information will be presented during this open forum at CACI, 4114 Legato Road, Fairfax VA 22033 beginning promptly at 0800 EST. Breakfast and lunch will be provided at a cost of $25.00 (cash only), to be collected upon registration. This briefing will be held in the second floor auditorium at the aforementioned location. Space constraints at this facility necessitate limiting attendance to five people per Offeror, inclusive of representatives from both the prime contractor and subcontractors as the Offeror sees fit. A list of participants for each Offeror must be emailed to Ms. Barbara Hime at barbar! a.hime@alcyoneinc.net before noon on 14 November 2008. This list shall include the full name of the Prime Contractor represented, full name of each participant, company each participant is representing, along with the title and email address of each participant. Briefings may contain information at the SECRET level; therefore, each participant is required to submit a security clearance prior to the meeting. Security clearances must be sent to Mr. Ben Boyd at fax: 703-460-1854, phone: 703-460-1737, or sent via JPAS-CAGE Code (SMO) 3TCA1 no later than close of business 14 November 2008. The Government's intent is to inform industry engineers and designers of its recent research and development efforts specific to JCREW architectures, technologies, and capabilities. Information presented will include an overview of these technical efforts, starting with the threat environment and devices, and the resulting implications on RF and digital architectures for JCREW. This will include examination of potential open architecture implementation approaches, emphasizing standardized hardware and software interfaces where possible, with the aim of providing maximal flexibility and component commonality in physical configuration and deployment. The Government will describe signal collection efforts, subsequent analysis, and the resulting implications for spectral presence/persistence and sensitivity of JCREW devices. This discussion will also include technical presentations on advanced signal detection and discrimination algorithms, and results of implementation of the! se algorithms in hardware and software. Finally the discussion will focus on the transmit chain, including critical technology elements, the challenges and different technical approaches from both a hardware and software perspective. JCREW subsystem concepts and demonstrators will be examined, to include a discussion of receiver and transmitter approaches & challenges, flexible RF distribution, and other advanced and enabling technologies and the related architectural impacts. An overview of the Government's JCREW integration test bed will be provided to industry as well.
