- This announcement is NOT a Request for Proposals (RFP) or Invitation for Bids (IFB) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the necessary qualifications to provide the services stated herein. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice to determine if possible set-aside opportunities exist. This requirement is assigned a NAICS Code 541990, All Other Professional, Scientific and Technical Services; the NAICS Code size standard is $7.0 Mil. SCOPE: The contractor will provide all labor, tools, equipment, transportation, supervisions, and other necessities to inspect all Marine Corps Reserve Centers listed in the Attachment (approximately 187 sites) throughout United Stares for condition, installation and compliance with all local, state and Federal laws and regulations for back flow preventers, hazardous material lockers, vehicle wash systems, weapons cleaning equipment, and environmental related permits/plans. Backflow preventers. Identify all existing backflow preventers (BFP) for size, whether used for containment or isolation, and date of last test and inspect for missing containment or isolation BFPs. Hazardous Material Lockers. Inspect for condition and compliance with NFPA 30 - Flammable and Combustible Liquids Storage. Vehicle Wash System. Inspect for type, condition, repairs needed, compliance (ex. permit for oil water separator), and whether system installed is adequate to meet mission requirements, and if not, recommend system needed. Weapons Cleaning Equipment. Inspect for the presence of weapons cleaning equipment and provide make, model, whether operational, whether Activity personnel are trained on using the equipment, and whether a maintenance contract is in place. Permits/Plans. Determine whether Activities are in compliance with Spill Prevention, Control, and Countermeasure (SPCC) requirements (40 CFR 112), National Pollutant Discharge Elimination System (NPDES) permit program (Clean Water Act), Title V Operating Permit (Clean Air Act), and oil water separator permits (excluding vehicle wash systems). The contract shall complete all inspections and provide an inspection report for each site within 9 months after award of contract. The company must: show the ability to provide services in the states where the MCRC sites are located; show experience in providing these services; List the company size under the listed NAICS; Provide a point of contact; Interested businesses that believe they possess the capabilities necessary to undertake this project should submit an electronic copy of their capability statement, addressing the requirements identified above. Please limit responses to 5 pages or less. Any proprietary information should be so identified. Capability statement should be received by the Contracting Officer no later than November 21, 2008. References shall include company name, point of contact, telephone number, telefax number, and email address. Capability statement shall identify the business status of the organization.
