- The purpose of this amendment 0002 to RFP W25G1V-09-R-0001 is to add information to the Salient Features, Para; 4.3, and 4.4, to answer offeror questions, to include additional applicable FAR clauses, and to extend the response date of the solicitation. 1) SALIENT FEATURES: ADD: The primary materials to be measured are the electronic component compositions, by weight ratio, and the finish layer thicknesses per applicable component military standards. Typical composition is a maximum of 97% tin content with a minimum of 3 percent lead (Pb) by weight. These component lead finish measurements can be performed in accordance with the procedures of ASTM B568. A secondary measurement is the determination of what constituent materials are present with the constituent materials ratios and thicknesses in the component lead finishes. 2) Reference solicitation W25G1V-09-R-0001 amendment 0001, Para. 2, the following is additional information: Salient Features, Para 4.3: ADD: MEASURED IN MICRO INCHES 3) Reference solicitation W25G1V-09-R-0001 amendment 0001, Para 3, Salient Features, Para 4.4: ADD: MEASURED IN MICRO INCHES. 4) Offeror questions received with the Government Responses: Q1) Question: What is the specific information on the following: Coating thickness application: Material to be measured (layer by layer), # of total layers, approximate thickness of each layer, target CV or standard deviation, desired measurement time (in seconds) A1) Answer: [ Using 0.1 mm circular X-RAY Collimator SCAN 50 sets of the same 10 random spots Test on a FLAT calibration standard using greater than 1000 micro inch calibration base of; LAYER 1 168 micro inch (COATING ) of 2.93% LEAD with 97.07% TIN. LAYER 2 greater than 1000 micro inches (BASE) of 99.9% COPPER covered RESULTS EXPECTED Test will measure LEAD concentration in LAYER 1 to +/-3 Sigma of less than or equal to +/- 0.5% (5000 ppm) of total concentration Measured thickness of LAYER 1 must yield a ratio of Standard Deviation thickness / Average thickness less than or equal to 10%] Q2) Question: What are the Elemental analysis application: Elements of interest and their ppm concentration, spot size required for elemental analysis, desired measurement time, etc. A2) Answer: [ Using 0.1 mm circular X-RAY Collimator SCAN 50 sets of the same 10 random spots at 30 sec per spot Test on a CIRCULAR cross section.015 inch diameter core. With this layer configuration Use; LAYER 1 average thickness of 500 micro inches on LAYER 2 base thickness greater than 5000 micro inches Consisting of Layer 1 (TOP) TIN 96.5% LEAD +/-0.1% TRACE SILVER 3.0% COPPER 0.5% BISMUTH +/-0.1%. TRACE Layer 2 (BASE) NICKEL N/A IRON N/A COPPER N/A BISMUTH N/A RESULTS EXPECTED Test will measure TIN concentration in LAYER 1 to +/-3 Sigma of less than or equal to +/- 0.5% (5000 ppm) of total concentration Test will measure LEAD concentration in LAYER 1 to +/-3 Sigma of less than or equal to +/- 0.5% (5000 ppm) of total concentration Test will measure SILVER concentration in LAYER 1 to +/-3 Sigma of less than or equal to +/- 0.5% (5000 ppm) of total concentration] 5)APPLICABLE FAR CLAUSES ADD: 252.225-7002 Qualifying Country Sources as Subcontractors 252.225-7013 Duty Free 252.225-7020 Trade Agreement Certificate 252.225-7036 Buy American Act-Free Trade Agreements-Balance of Payments Program. 6) Response Date is changed from 4:00 PM local 11-10-2008 TO: 4:00 PM local 11-14-2008.
