Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations on a non-competitive basis with American Valley Aviation, Quincy, CA to procure one (1) Vertical Stabilizer Sling, Part Number 982165-101-MES-4 used to transport the P-3 Aircraft fuselage by flat bed truck. The 33 foot high Vertical Stabilizer must be removed to pass under highway bridges, highway over passes, Electrical utility wires and any structure that may be in the path of transportation. FOB to NAVICP DET. FLDSUPPO N65965, 4860 S. Superior St. Tucson, AZ 85707-4305, five week after issuance of contract. The Government intends to procure these items under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. The Government does not own the technical data for this proposed acquisition requirement nor does it own the specifications or drawings which are proprietary to American Valley Aviation as manufacture of the Vertical Stabilizer Sling, Part Number 982165-101-MES-4 and is the only known firm possessing the knowledge, experience, and technical expertise necessary to fulfill the Navy’s full requirements. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. See note 22.
