- This solicitation is a 100% set-aside for Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) as defined by the clause at 252.226-7000 of the Defense Federal Acquisition Regulation Supplement (DFARS). The Office of Naval Research has a requirement to support its “Historically Black Colleges and Universities (HBCUs)/Minority Institutions (MIs) Future Faculty Fellowship Program (FFFP) and its Historically Black Colleges and Universities (HBCUs), Office of Naval Research (ONR)/Naval Sea Systems Command (NAVSEA) Scholars Program (HONORSProgram). The goal of FFFP program is to develop and attract qualified faculty to Historically Black Colleges and Minority Institutes with engineering or science and technology (S&T) degrees that have a particular relevance to Navy’s mission. The Contractor will be responsible for providing program management support that will include receiving graduate fellow’s applications, assisting in fellow’s selections, promoting the program, maintaining a web-site, monitoring and reporting on fellows, monitoring and reporting fellows progress and continued eligibility, arranging summer internships at Naval research laboratories, overseeing the payment of stipends and tuition, and performing any other functions necessary during the management of the program. The selected contractor will also be required to accept a related grant award for funding of the stipends, tuition, and other applicable costs associated with the fellows or their university. The HONORS program is to support undergraduate education in science and engineering disciplines critical to the national security functions of the Navy at Historically Black Colleges and Universities with Engineering or Science and Technology degrees. The Contractor will be responsible for providing program management support that will include the evaluation and selection of students who already attend or have been accepted to an HBCU, inviting students to participate in summer internships, monitor students’ academic progress for continued eligibility, distributing tuition to universities, maintaining a web site, and performing any other functions necessary for management of the program. The selected contractor will also be required to accept a related grant award for funding of the tuition costs and any other applicable costs associated with the selected students. No fee or profit is allowed on the related grant award. The period of performance for this effort will include a one-year base period with four one-year options for each of the two programs.
