Description
Request for Proposal VA-259-09-RP-0035. The VA Eastern Colorado Healthcare System (ECHS) Medical Center, located at 1055 Clermont Street, Denver, Colorado is soliciting offers from experienced qualified Service Disabled Veteran Owned Small Business concerns to provide all necessary plant, labor, tools, parts, equipment, transportation and incidentals needed to renovate replacement of flooring, ceilings, paint and other items to include phasing and infection control mitigation in various areas of Building 1 for Project Number 554-08-104, entitled Interior Finishes PH2. The scope of work includes but is not limited to general construction, replacement of flooring, ceilings, paint and other items to include phasing and infection control mitigation in various areas of Building 1. Includes work in healthcare, administrative and kitchen areas, electrical, infection control measures and other related work as required by the solicitation, drawings and specifications. The estimated magnitude of construction ranges between $250,000 and $500,000. A Request for Proposal will be issued on or about December 8, 2008 in accordance with FAR Part 15. The RFP Closing date will be on or about January 9, 2009. This is a Best Value Type of Acquisition whereby technical capabilities and past performance are greater in importance as to cost or price. Selection criteria, in descending order of importance, include: (1) Construction Management experience of both corporate and project specific personnel assigned to the work site including technical and management approach, (a) work in a medical center environment; (b) work in occupied spaces and previous experience with construction phasing; (c) Safety and Infection Control experience, including most recent Experience Modification Rating (EMR); and (d) current and future project work load and availability of personnel to properly man and complete the project within the contractual completion date. (2) Past Performance, with sub factors (a) past performance on same and/or similar projects specifically with Federal/State Governments and/or VA facilities and (b) Client Satisfaction; (3) Cost and/or Price realism relative to the scope and technical nature of the effort involved; and (4) Scheduling, CPM and phasing. In accordance with P.L. 109-461, this acquisition is restricted to Small Business Concerns Owned and Controlled by Service Disabled Veterans (SDVOSB) concerns. NAICS Code 238390, Other Building Finishing Contractors, is applicable to this acquisition with a Business Size Standard of $13.0 million. Solicitation documents will be available electronically on or about Monday, December 15, 2008 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. A site visit and pre-proposal conference is not tentatively scheduled at this time and will be published at a later date. Please not that prospective offerors are encouraged to attend this site visit to familiarize themselves with the project, project site and conditions which may effect your cost proposal once published. Please be advised that no other organized site visit is scheduled for this project. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, in regards to the solicitation documents prior to the scheduled site visit. Solicitation number VA-259-09-RP-0035 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract.
