- Note: The following is an amendedversion of a previously issued RFI, listed in FedBizOpps as solicitation: SSC-Pacific_MKTSVY_6938E, under the Product Service Code K. This revised RFI is provides more background and requests additional information in order for the Government to make a better informed business case analysis. The SPACE and NAVAL WARFARE SYSTEMS CENTER PACIFIC (SSC PACIFIC) is requesting information from industry to assist in the planning for the acquisition of a commercial-off- the-shelf (COTS) and/or Non- Developmental Item (NDI) Tactical Air Navigation (TACAN) Transponder Group. The TACAN Transponder Group is envisioned to replace the currently fielded AN/URN-25 Transponder Groups used in the Navy TACAN System. The Navy TACAN System consists of one or two AN/URN-25 TACAN Transponder Groups and either the OE-273(V)/URN or OE-273A(V)/URN Antenna group for shipboard application or the OE- 258A/URN Antenna group for shore based applications. The AN/URN-25 TACAN Transponder Group requirements are stated in MIL-N- 29510. This RFI is part of a Government market research effort to determine industry capabilities to produce and integrate a COTS/NDI TACAN Transponder Group beginning in FY09 and extending through FY16. CONDITIONS: The TACAN Transponder Group shall be capable of operations in a fixed shore or shipboard environment. The TACAN Transponder Group when mated with the OE- 258A/URN, OE-273/URN or OE- 273A/URN Antenna Group must be capable of passing Operational Flight Inspection per FAA Order 8200.1C. The Government is currently considering three alternatives for the replacement of existing TACANs. The required quantities vary depending upon the alternative selected. Alternative Total Minimum Quantity Annual Quantity (Includes Spares) I 102 8 to 20 II 276 14 to 20 III 378 20 to 40 Please provide formal response to the tasks listed below. Address your capabilities to accomplish the below tasks and provide highlights of successful past experience on similar government contracts within the past 5 years. A. Describe the operational performance specifications of the TACAN Transponder Group in relation to those listed in MIL-N-29510 (dated 12 Sep 1986). B. Describe the interfaces of the TACAN Transponder Group in relation to those listed in MIL-N-29510. C. Describe your capability to manufacture or to integrate COTS/NDI equipment to produce TACAN Transponder Groups. Description should include your experience developing and fielding TACAN Systems. D. Describe your capability to develop and conduct TACAN Transponder Group training. Training may be conducted at both the contractors facility and CONUS sites. E. The TACAN Transponder group requirements may include a performance based life cycle logistics support strategy. Describe your experience implementing this type of logistics. F. Describe remote maintenance and monitoring features and capabilities. G. Describe the logistics support processes developed and implemented for the TACAN Transponder Group. The anticipated life cycle of the equipment is 15 years. H. What is your estimated ramp-up time from contract award to first article test? Describe your annual production capabilities and required ramp up time. I. Describe your experience integrating systems such as the TACAN Transponder Group. J. Describe any specific security requirements, including personnel or equipment, that are required for the installation and maintenance of your system. K. Provide an estimated (non- binding) unit cost and any discounts that may be applicable as a result of increased quantities. Please provide your response electronically on no more than 20 single sided, single spaced pages using 12-point Times New Roman font, and minimum one-inch margins, in Microsoft Word or compatible format. All responses shall be unclassified and reviewed to ensure consideration of operational sensitivities. SSC PACIFIC will not pay respondents for information provided in response to this RFI. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender.
