Description
This is a SOURCES SOUGHT NOTICE to identify the availability of businesses capable of providing a full range of Acquisition and Program Management Support Services (PMSS) for the Transportation Security Administration’s (TSA) Office of Acquisition, Acquisition and Program Management Support Division (APMSD) and TSA program offices to help achieve acquisition program cost, schedule and performance goals and DHS Management Directive #1400 compliance. All companies capable of fulfilling this requirement as described below may respond, however, the preference will be given to capable small businesses. This notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal; and, it is not considered to be a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. At this time no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. The Government reserves the right to consider any arrangement as deemed appropriate for this procurement. The Transportation Security Administration was created in response to the terrorist attacks of September 11, 2001 as part of the Aviation and Transportation Security Act signed into law by President George W. Bush on November 19, 2001. TSA’s mission is to protect the nation’s transportation systems by ensuring the freedom of movement for people and commerce. TSA will continuously set the standard for excellence in transportation security through its people, processes and technologies. The Acquisition and Program Management Support Division (APMSD) is responsible for developing policy and implementing best practices to improve lifecycle acquisition processes at TSA. Its mission is to (1) provide expert assistance to program managers; (2) guide leadership through the acquisition process; and (3) maintain the corporate knowledge base of acquisition information and programs. The APMSD leads the development of acquisition regulation, policy and guidance, and provides assistance to program managers in applying acquisition policy and regulations. All interested vendors should submit a package outlining their capabilities as relevant to the performance of this requirement. The package should not exceed 4 pages (including the cover page) and should address the following: 1. Provide information describing your firm’s understanding of acquisition policy as described in the Department of Homeland Security Management Directive #1400 ( DHS MD #1400) – Investment Review Process and TSA Management Directive 300.8 (TSA MD # 300.8) – Acquisition Program Planning, and Review, and Reporting. Alternatively, describe your firm’s knowledge of another government agency’s acquisition policy such as Department of Defense, DoD Directive 5000.1: The Defense Acquisition System and DoD Instruction 5000.2 – Operation of the Defense Acquisition System. At a minimum, address the following: a. Experience and expertise in applying acquisition policy to complex acquisition program in various stages of the acquisition lifecycle. Address experience applying policy in all five phases of the acquisition lifecycle (e.g. Pre-acquisition, Program Initiation, Concept & Technology Development, Capability Development & Demonstration, Production & Deployment, and Operations and Support Phases). b. Experience with developing and maintaining acquisition program documentation required at each milestone/key decision point. Experience with the acquisition processes and acquisition documentation listed below. •Mission Needs Statement •Acquisition Plan •Acquisition Program Baseline •Life Cycle Cost Estimate •Cost-Benefit Analysis •Program Management Plan •Alternative of Analysis •Logistics Support Plan •Test and Evaluation Plan •Configuration Management Plan •Operational Requirements Document •Risk Management Plan •Earned Value Management •Government Cost Estimate •(including pricing models) •Source Selection Procedures •Acquisition Reporting 2. Describe your firm’s knowledge of the DHS Capital Planning and Investment Control process outlined in DHS Management Directive 4200.1 (DHS MD 4200.1) or similar guidance from other federal agencies – Information Technology Capital Planning and Investment Control Portfolio. Demonstrate your firm’s capability and experience with interpreting and applying DHS Capital Planning and Investment Control policies and processes to complex acquisition programs. In addition, demonstrate your firm’s understanding of OMB and DHS guidance and policies related to OMB 300 and OMB 53 Exhibit reporting. Demonstrate your firm’s technical experience in preparing OMB 300 and OMB 53 Exhibits, business cases, and other related deliverables (including cost-benefit analysis and alternative analysis). 3. Describe your firm’s understanding of DHS and TSA policy and guidance related to the System Development Life Cycle (SDLC) framework or similarly related processes from other federal agencies. Address any prior experience in applying SLC/SLDC requirements and methodologies to an acquisition program. Responses must be received by 4PM (local time) on November 21, 2008. Please include the following documentation: Name of Company and Address; Point of Contact and Phone Number; and business size (small, veteran-owned small business, service-disabled small business, HubZone, 8(a), small disadvantaged business, woman owned, or large business), if you have a GSA Schedule contract please identify the contract number(s). Please note that many of the required support services herein will result in an organizational conflict of interest for which mitigation plans may or may not be considered depending on the severity and complexity of each instance.
