- Pre-Solicitation Synopsis for Test Area ValvesFor NASA Stennis Space CenterThe NASA, John C. Stennis Space Center is hereby soliciting information about potentialsources for a Blanket Purchase Agreement (BPA) for Valves, Regulators and Solenoids. NASA/Stennis is contemplating awarding one or more Fixed Priced BPAs with a combinedceiling of $5.0 million for the length of the agreement. The performance period isexpected to be 5 years beginning in 2009. Individual calls issued under the BPAs willnot exceed the simplified acquisition threshold.The contractor will be responsible for providing the products listed on Attachment 1(EMAIL POC FOR ATTACHMENT), which includes check valves, solenoid valves, hand valves,and regulators that are used in master facility panels, pressure reduction areas, andremote pressure stations located at Stennis Space Center and potentially other NASACenters. The blanket purchase agreement(s) will be used extensively in the constructionof the new A-3 test stand as well as for common component needs on the other test stands. Attachment 1 identifies products that meet the salient characteristics that are requiredto be considered a viable spare compatible with existing systems. If alternate productsare available, please provide all relevant information that will assist in the validationof the alternate product. There will be various delivery times required from 24 hoursfor standard products to 20 weeks for long lead products. Potential offerors shouldindicate an ability to respond to these lead times. Please email POC below foradditional information if needed.This synopsis should not be construed as a formal request for proposals but, rather apre-solicitation synopsis requesting information under the authority of FAR 15.201. Responses to this request for information are not offers and cannot be accepted by NASAto form a binding contract. This synopsis is not to be construed as a commitment by theGovernment, nor will the Government pay for the information solicited.The NAICS codefor this work is 332911 and the size standard is 500 employees. NASA desires that those companies expressing an interest in the aforementioned synopsisprovide a written Statement of Capability (SOC) that addresses high-level alternatives;general, market-based approaches; experience in this area; knowledge of the workinvolved; and professional and manufacturing resources. The SOC should also containdelivery lead times for components. The SOC shall not include any confidential businessor financial information relating to specific companies.
