- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued using Simplified Acquisition Procedures pursuant to FAR Part 13. The successful offeror must be registered in the Central Contractor Registration (CCR) database and the Online Representations and Certifications (ORCA) Application program. The solicitation number is W52P1J-09-Q-0001 and is issued as a Request for Quote (RFQ). This RFQ is a full and open procurement. A firm fixed priced contract is contemplated. All responsible sources may submit a quotation which shall be considered by the agency. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-07, dated 17 September 2008. The applicable NAICS code is 334516, Analytical Lab Instrument manufacturing. Acceptance is Destination. FOB point is Destination for all requirements herein. The contractor shall have and maintain a quality system that ensures the functional and physical conformity of the product furnished under a resulting purchase order. The contractor will provide the company's standard commercial warranty coverage for the product furnished under a resulting purchase order. The Government reserves the right to require a subsequent or limited inspection report if changes are made to the contractor's technical data or the contractor makes a significant change in production processes and/or types of materials. CONTRACT LINE ITEM NUMBER (CLIN) 0001: Toxicology Screening Systems of Brand Thermo Scientific OR Syva EMIT II OR Roche Diagnostics ONLINE (R) DAT II OR Microgenics 240 Bench Top System OR Equal. QUANTITY: 2 EACH. The system should detect at a minimum the following: Amphetamine, Methadone, Amphetamine/ Ecstacy, Methadone Metabolite (EDDP), Barbiturate, Methaqualone, Benzodiazepine, Opiate, Buprenorphine, Opiate 2K, Cocaine, Oxycodone, THC (Cannabinoid), Phencyclidine (PCP), Ecstacy, Propoxyphene (PPx), Ethyl Alcohol, ETG, Heroin Metabolite (6-acethlmorphine). System specifications: instrument system to include: Compact bench top analyzer, Broad menu of immunoassays with multiple technology options, Multiple channels: up to 24 two-reagent test, High throughput: 240 test/hour, 24-hour reagent cooling, Bar coding capabilities. Functions: Random access, true STAT interrupt capability, Adapts to various primary tubes and samples cups, Automatic cuvette QC, Auto rerun, auto dilution, sample pre-dilution, re-suspension mixing for latex particles, Auto alarms for washing and waste containers, Air pressure mixing: no carry over. Software: Windows based, Reagent/test volume inventory display, User-friendly intuitive operator interface, Run-monitor displays test results wait time, Bi-directional interface for LIS systems. Cuvettes: Air pressure mixing system: no mixing paddles, No carry over: fewer washing steps, Semi-permanent: replace 1-2 times per year Multiple Wavelengths: To accommodate multiple technologies, Capable of running 240 tests per hour and handling up to 24 tworeagent immunoassays per run. Provide a 24-hour cooling system, so reagents can be left in place on the instrument. Use of semi-permanent plastic cuvette system that reduces the amount of time spent with on-going replacements. An air pressure mixing system that eliminates stirring paddles and carryover. Offerors are advised that should they not have the EXACT brand name product specified above, they may submit an offer of alternate product to the Point of Contact (POC) listed below with all product specifications listed. Alternate products will be evaluated based on all products specifications. Quotations for alternate products will NOT be considered if the products quoted DO NOT meet specifications. Alternate product offerings should include a write-up of all applicable specifications, so that a product comparison can occur. Offers of alternate products should be submitted as soon as possible, but must be received by 10:00 AM CST, 12 November 2008, for evaluation prior to the date and time for submission of revised pricing. Responsive offerors shall provide unit pricing for the item listed under the Contract Line Item (CLIN). The price will be firm fixed with the price for the installation and set-up to be included in the unit price. Installation and set-up will be at the following locations: Erbil Regional Laboratory; Erbil Basrah National Laboratory; Basrah Karadah Criminal Evidence Laboratory, Baghdad HISAD (NFTI) Training Laboratory, Baghdad Police College, Baghdad Required delivery of the item is120 days upon receipt of order. Total evaluated cumulative price for CLIN 0001 is determined by summing the extended price (unit price x quantity). Offeror price quotations will remain valid for sixty (60) days. Army Sustainment Command (Rock Island) uses the WAWF-RA Program. The successful offeror must have the ability to comply with DFARS Clause 252.246-7000, Material Inspection and Receiving Report and DFARS 252.232-7003, Electronic Submission of Payment Requests. Offeror must be capable of accepting electronic fund payment for this procurement. Offeror must submit a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The applicable Defense Priorities and Allocations System (DPAS) rating is DOA6. Quotations are due no later than 1:00pm Central Time, 18 November 2008.
