Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Department of Veterans Affairs (VA), Veterans Health Administration (VHA) is required by law to ensure state veterans' homes meet the standards set in CFR 38 section 51 to be eligible for per diem payments. All standards must be met to receive per diem payments. There are currently 137 state owned and operated veteran homes across the United States primarily providing nursing home care. State Veterans Homes (SVH) have historically been surveyed by VHA teams appointed by the VA Medical Center of Jurisdiction. Specialized expertise and training is required to perform surveys in a nursing home, domiciliary and adult day health care setting. VHA has identified the need to standardize the survey process and is issuing this Request for Information to enable vendors to submit capability statements. Capability statements will be used to assist VHA in defining its acquisition strategy and identify sources able to provide the required surveys for the SVH program. The vendor must have expertise in surveying health-care facilities using the Centers for Medicare and Medicaid Services (CMS) survey process. The vendor must also have the ability to cross-walk VA's standards with CMS Federal tags for comparison purposes; and must be able to monitor, analyze and trend the survey data. In addition, the vendor must be able to provide training concerning the CMS surveys. Interested vendors may submit their capabilities and qualifications to provide the services identified via email to everettclarence.millerii@va.gov not later than 2:00 PM EST November 19, 2008. Vendors are asked to provide three past performance references for the capabilities identified. Include the Project title, Description of the project, Contract number, Contract amount, Government Agency/Organization and Point of Contact, and phone number/email address. Do you hold a GSA contract? If so, please identify Schedule and Contract number? Telephone inquiries will NOT be accepted. All correspondence shall be sent via email to both addresses identified and shall reference the RFI number and title in the subject line.
