THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 238320 with a small business size standard of $14.0M (Average Annual Receipts). This requirement is a 100% Small Business Set-Aside and all interested Contractors may submit a quotation. Note: The Contractor is required to perform a minimum of 50% of the labor with its own forces.*** This job will be performed in two phases and shall be priced as such. Please pay special attention to Item#3 in both Phasing Sequences for Government Activities. ****All interested Contractor’s shall provide a quote for the following: Line Item 0001: Quantity One (1) Job – The Contractor shall provide all labor, equipment, materials, and supervision, except as otherwise noted for Phasing Sequence One, as identified in the following Scope of Work and two drawings: entitled “Painting Dimensions – Attachment #1” and “Furniture Plan - Attachment #2”. Line Item 0002: Quantity One (1) Job- The Contractor shall provide all labor, equipment, materials, and supervision, except as otherwise noted for Phasing Sequence Two, as identified in the following Scope of Work and two drawings: entitled “Painting Dimensions – Attachment #1” and “Furniture Plan - Attachment #2”. Line Item 0003: Quantity One (1) Job- The Contractor shall provide 240 square yards of Collins & Aikman, Infinity Carpet, as identified in the following Scope of Work and two drawings: entitled “Painting Dimensions – Attachment #1” and “Furniture Plan - Attachment #2”. Total of 0001, 0002, and 0003 $__________________ Statement of Contractor Services For Moving/Painting/ Carpeting At The National Institute of Standards and Technology Gaithersburg Maryland Phasing Sequence One: 1.Phase one to include Rms. A 300-A 303. 2.Move out contents of room equals one day. 3.Government activities continued from day two through day ten. 4.Contractor can begin painting activities day twelve through day sixteen. 5.Contractor delivers and install new carpeting day seventeen. 6.Contractor move contents back into room’s day eighteen. 7.COTR will monitor work schedule and adjust as necessary. Phasing Sequence Two: 1.Phase two to include Rms. A 305- A 315. 2.Move out contents of room equals two days 3.Government activities continued from day two through day twelve. 4.Contractor can begin painting activities day thirteen through day seventeen. 5.Contractor deliver and install new carpeting day eighteen through nineteen. 6.Contractor move contents back into room’s day twenty. 7.COTR will monitor work schedule and adjust as necessary Architectural Requirements: Preparation of wall surfaces for painting: 1.Prepare all wall and surfaces for painting by patching all holes and imperfections in these surfaces. 2.Prepare and paint all raceways, wire molds and metal floor base surfaces. These should be sanded smooth and primed to seal out the raw exposed steel, and then spot primed with a metal primer such as KILZ. 3.All finish paints shall be provided by the government, all patching materials and any other materials such as drop cloths, rollers, brushes, plastic coverings etc. will be provided by the contractor. 4.All holes in these surfaces shall be patched and finished smooth. 5.The walls, door frames, doors will be one paint color. The ceiling will be painted a white color and the baseboards will be a third color. 6.The contractor shall perform this work out of normal working hours and will be monitored by the COTR assigned to the project. 7.All areas will require a primer coat and two (2) finish coats. All colors in offices will receive standard NIST office colors 8.The recommended period of performance shall be (42) days based upon past performance guidelines and start date to be determined by award date of contract. Painting of Bldg. 101/ Rms. A 300-A 305, A 307, A 309, A 311, A 313 and A 315: 1.Painting of all walls, baseboards, ceilings, metal raceways, conduits, door frames and doors using standard NIST colors. 2.The following are the dimensions per room. All walls are 9’ 2” high. a.A 300 is 10’ X 20’ b.A 301 is 10’ X 20’ c.A 302 is 10’ X 16’ d.A 303 has one wall 11’ long, one wall 16’ long and (2) walls 24’ long e.A 307 is 16’ X 16’ f.A 309- A 315 are all 10’ X 16’. 3. Drawings of the rooms will be provided showing 4000 electrical raceway that is installed on the walls in all rooms. Carpeting Specifications: 1.Contractor to provide material/labor for the installation of new carpeting in Bldg. 101, in the following Rms. A 300-A 305, A 307, A 309, A 311, A 313 and A 315. A.The contractor shall provide 240 square yards of Collins & Aikman, Infinity Style 05849, 18” x 18” peel and stick carpet tile, color Moonstone 55022 for Bldg. 101/ A 300-A 305, A 307, A 309, A 311, A 313 and A 315. B.The contractor shall supply and install 18 linear foot of door entrance reducer for all rooms listed for carpet tile installation. C.The contractor shall provide all labor and equipment as needed to prepare floors in all rooms including ardex feather skim coat and pole scraping of concrete surfaces. All surfaces will also be broom swept and damp mopped prior to installation of new carpeting. D.The contractor shall perform the carpet installation during normal business hours between 8am and 430pm. Moving Specifications: 1.Contractor to provide moving services for Bldg. 101/ A 300-A 305, A 307, A 309, A 311, A 313, A 315. A.The rooms contain modular assembled furniture, open book shelves, open book cases, lateral file cabinets, shredders, copiers per the attached drawing and the list below: 1.Rm. A 300, single work station, (3) lateral file cabinets, two open book shelves and round table with chairs. 2.Rm. A 301, single work station, open book shelf (8’ wide) and small later book shelf and round table with chairs 3.Rm. A 302, single work station, (3) lateral file cabinet, one open book shelf and three chairs. 4.Rm. A 303, one single work station, one double work station, (2) small file cabinets, one lateral file cabinet, one open bookcase/file cabinet, one copy machine and one shredder. 5.Rm. A 307, (2) double work stations, three lateral file cabinets. 6.Rm. A 309, one double work station, one open bookcase, one table and (3) 3’ lateral file cabinets. 7.Rm. A 311, one double work station, (2) 3’ lateral file cabinets. 8.Rm. A 313, one double work station, one small table, (2) 3’ lateral file cabinets. 9.Rm. A 315, one single work station, two small bookcases, (2) 3’ lateral file cabinets and one 4’ lateral file cabinet. All furniture in this office is wood only. B.The contractor shall pack/disassemble and relocate all contents and furniture from rooms as directed by COTR. C.The contractor shall provide all necessary equipment including but not limited to: hand trucks, furniture dollies, storage bins, protective blankets and furniture pads to perform moving tasks indicated above. D.The contractor shall replace/reassemble and relocate all contents that were removed after the completion of the carpet/painting installation as directed by the COTR. E.The contractor shall provide house cleaning of said rooms prior to furniture being replaced which shall include light vacuuming/dusting of floors/walls only on as needed basis. F.The contractor shall perform all moving activities between normal business hours of 8am to 430pm. G.All furniture will be stored neatly and organized per room in the corridor while the renovation is in progress. General requirements: 1.Material Storage A. All material must be stored in the COTR area designated outside the building. B. The Contractor shall not store any material in the existing building. C. The Contractor shall adequately protect all materials from the weather. 2. The Contractor and his employees and subcontractors shall become familiar with and obey all NIST Site Regulations, including fire, traffic, and security regulations. All personnel employed on the site shall keep within the limits of the work (and avenues of ingress and egress), and shall not enter any restricted areas unless required to do so and are cleared for such entry. The Contractor’s equipment shall be conspicuously marked for identification. 3. Environmental Protection A. Disposal of Refuse: The Contractor is totally responsible for the removal of all refuse associated with this project. The Contractor shall remove all refuse associated with the construction operations from the site and dispose of it in accordance with the requirements of the local jurisdiction. B. Disposal of Hazardous Wastes: Any hazardous wastes generated by the Contractor shall be properly controlled and disposed by the Contractor in accordance with applicable RCRA (40CFR) and COMAR (Title 26) regulations. C. Asbestos Material: No asbestos containing material is expected to be encountered by the Contractor on this project. If material is encountered that looks suspicious but must be disturbed, do not touch the material and immediately notify the COTR in writing. Within fourteen (14) calendar days, the Government will perform laboratory tests to determine if there is asbestos. If asbestos is not a danger, the Contracting Officer will direct the Contractor to proceed without change. If the material encountered is asbestos and must handled, the Contracting Officer will direct a change. 4. Occupational Safety And Health NIST, as a Federal government facility in the State of Maryland, is under the jurisdiction of the OSHA Region III regional office, which may assign an OSHA Compliance Safety and Health Officer (CSHO) to conduct safety and health inspections of the Contractor’s operations at the NIST Gaithersburg site. Accordingly, the Contractor is subject to OSHA Citations and Notices of Penalty for noncompliance with OSHA standards. To protect its own interests, NIST may also conduct periodic safety and health inspections to assure that NIST employees/property are not at risk of injury/damage from Contractor operations, and to avoid the risk of OSHA Citations under the OSHA multi-employer worksite provisions. 5. Control of Hazardous Energy (Lockout/Tagout): In accordance with the provisions of OSHA standards 29CFR1910.147 and 29CFR1926.417, the Contractor shall establish and implement a program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performs any servicing or maintenance on electrical circuits/equipment, machines or other equipment/systems where the unexpected energizing, start up or release of stored energy could occur and cause injury, the circuit/machine/equipment/system shall be isolated from the energy source and rendered inoperative. 6. Electrical Installations and Work Practices: The Contractor shall comply with all applicable installation safety requirements, safety-related maintenance and environmental considerations, and safety requirements for special equipment as contained in Subpart K (Electrical) of 29CFR1926. 7.Personal Protective and Life Saving Equipment: In accordance with the provisions of Subpart E (Personal Protective and Life Saving Equipment) of 29CFR1926, the Contractor shall ensure that protective equipment (including personal protective equipment for eyes, head, face, head and extremities; protective clothing; respiratory devices; and protective shields and barriers) shall be provided, used and maintained in a sanitary and reliable condition whenever it is necessary by reason of hazards of process or environment, chemical hazards, radiological hazards, or mechanical irritants encountered in a manner capable of causing injury or impairment in the function of the body through absorption, inhalation or physical contact. The contractor shall wear safety glasses at all times at NIST. 8. Tools-Hand and Power: The Contractor shall ensure compliance with all applicable safety requirements for tools (hand and power) as outlined in Subpart I (Tools-Hand and Power) of 29CFR1926. 9. Security A. The Contractor(s) shall be on the NIST grounds only between the hours of 6:30 a.m. and 5:30 p.m. (normal work hours) on normal Federal work days unless the contract has obtained a 24 hour pass from Nist prior to the start date. 1. Non U.S. citizens to be employed under this contract must: a. Have official legal status in the U.S. b. Have continuously resided in the United States for the last five years. 2. Prior to the employment of any foreign national at the contract work site, the Contractor must have such employees approved by the Servicing Security Office in consultation with the Department’s Office of Security in accordance with the National Security Threat List. The name, country of citizenship, and employer for each Contractor and subcontractor’s employee (visitor) working on the NIST site shall be submitted to the COTR for review three days prior to the work date. B. Contractor personnel may be required to wear picture identification badges at all times on the NIST grounds, as determined by the Contracting Officer. Contractor will be required to complete a Department of Commerce background check. C. The main gate at the National Institute of Standards and Technology site shall be used for material supply and personnel by the Contractor and subcontractors unless otherwise directed by the COTR. The gate will be open from 6:00 a.m. to 4:30 p.m., Monday through Friday inclusive. Special arrangements may be made through the Contracting Officer and National Institute of Standards and Technology for normal access, material supply, and/or overtime beyond these hours or on Holidays. End of Statement of Work Acceptance will be determined after successful completion of the job. Award shall be made to the Contractor whose quote offers the best value to the Government, price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Approach; 2) Experience; 3) Past Performance; and 4) Price. Technical Approach, Experience and Past Performance, when combined, shall be equal to price. If Technical Approach, Experience, and Past Performance are equivalent, price shall be the determining factor. (a) Technical Approach The vendor shall describe in detail how they intend to satisfy the requirements articulated in the Statement of Work. Specifically, the approach should address the following: •Technical Understanding: The Vendor shall demonstrate an understanding of the requirements and knowledge of security and safety regulations pertaining to painting, carpeting, and relocation services. •Schedule: The vendor shall describe how its technical approach will ensure the required services are provided in accordance with the schedule in the SOW. •Key Personnel: The vendor shall demonstrate the, qualifications, capabilities, and experience of its supervisory and managerial personnel by submitting a resume for each key personnel. (b) Experience The vendor shall describe its experience performing similar requirements. The vendor shall also describe any awards or letters of appreciation, commendations received with respect to performance of similar services. The vendor shall describe when the award, letter, commendation, or recognition was received and may provide them as attachments. (c) Past Performance Information The vendor shall provide past performance information regarding relevant requirements for the PAST 3 YEARS with federal, state or local governments and commercial customers. The information shall describe requirements of a similar type and scope as the current requirement. If the vendor has no relevant past performance it should include a statement to that effect in its quote. The government reserves the right to consider data obtained from sources other than those described by the vendor in its quote. Past Performance information shall include the following: •Contract Number; •Description and relevance to solicitation requirements; •Period of Performance - Indicate by month and year the start and completion (or "ongoing") dates for the contract; •Name and address of the client with current telephone number and email address of a point of contact of the client responsible for this contract. •Contracting Office - If a Government contract (federal or state), identify the Procuring Contracting Officer, Administrative Contracting Officer, and/or Contracting Officer's Representative (COR), and their names and current telephone numbers and email address; •Contract Performance - A brief summary of performance provided; The vendor may also include information regarding any problems encountered on the contracts described above and corrective actions taken to resolve those problems. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The vendor shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.” OR The vendor shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Vendor shall list exception(s) and rationale for the exception(s). Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If a vendor submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 24-hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-6984. NIST is not responsible for late delivery due to the added security measures. In addition, vendors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24-hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. E-mailed quotes are acceptable.
