- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Solicitation Number is W91ZRS-09-T-0001, Request for Proposal. The North American Industry Classification System (NAICS) Code is 722310; size standard is $19M. This acquisition is set aside for small business concerns. The Government anticipates award of a firm fixed price contact. The Air National Guard requires meal preparation on Unit Training Assemblies for the following dates: 3 January 2009, 7 February 2009, 7 Mar 2009, and 28 June 2009. The food will be ordered through our prime vendor and delivered to Connecticut Air National Guard 100 Nicholson Rd. East Granby, CT 06026. Services are needed to prepare the meal, assist with setup, and service. Price proposal shall be expressed as a per person or per meal rate (approximately 350 meals per day), labor only. The Government anticipates a firm fixed price, single award contract from this solicitation. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and all other factors considered. The following Federal Acquisition Regulations (FAR) and its supplements DFAR and AFAR provisions and clauses apply to this acquisition; 252.204-7004, Required Central Contractor Registration, 52.212-1, Instructions to Offerors -Commercial Items, 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, 52.232-33 Payment by Electronic Funds Transfer. The Government anticipates award of a firm fixed price contract. To receive an award of contract the offeror must be registered in the Central Contractor Registration (CCR) database which can be accessed at the website http://www.ccr.gov or call Assistance Center toll free at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR number in order to register to the Online Representations and Certifications Application (ORCA) website.
