- NASA/KSC intends to extend contracts NNK07OC01B (Matheson Tri-Gas, Inc.) andNNK07OC02B (Praxair, Inc.), entitled Liquid Nitrogen to Johnson Space Center [JSC], forsix months, from the period: January 1, 2009 through June 30, 2009. The incumbentcontractors currently provide JSC with military specification MIL-PRF-27401, Type II,Grade B industrial grade (Matheson Tri-Gas) and MIL-PRF-27401, Type II, Grade C-Modifiedspecialty grade (Praxair) liquid nitrogen. The estimated volume of liquid nitrogen to bedelivered during the six-month bridge effort is 3,400 tons (Grade B: 3,000 tons/Grade-CModified: 400 tons).A six-month extension to the aforementioned contracts is necessary for the followingreason: A separate competitive, consolidated acquisition for this requirement and theliquid nitrogen and oxygen requirements of Glenn Research Center, Goddard Space FlightCenter, Marshall Space Flight Center, Michoud Assembly Facility, and Stennis Space Centeris being developed at this time; however, awards resulting from the consolidatedacquisition will not be completed in time to prevent a lapse in supply to JSC.A lapsein the supply of liquid nitrogen to JSC would disrupt ongoing testing and impact theAgencys mission. The incumbent contractors already have the infrastructure (i.e.,production capacity, capability to meet military specifications, logistical equipment,drivers, and ability to meet current security and contract quality assurance requirementswithout additional audits, safety inspections, background checks, etc.) in place to meetrequirements without risk of transitional delays, which will ensure continuous supplyduring the six-month bridge period.The Government intends to acquire a commercial item using FAR Part 12.Interestedorganizations may submit their capabilities and qualifications including a detailed planon how they would be capable of providing liquid nitrogen to JSC with little or notransition period in writing to the identified point of contact not later than 4:30 p.m.local time on November 21, 2008. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the Government. Oral communications are not acceptable inresponse to this notice. All responsible sources may submit an offer which shall beconsidered by the agency.Note: Information pertaining to the consolidated acquisition will be released on or aboutNovember 17, 2008. However, at this time NO solicitation exists; therefore, do notrequest a copy of the solicitation. If a solicitation is released it will be synopsizedin FedBizOpps and on the NASA Acquisition Internet Service. It is the potentialofferors responsibility to monitor these sites for the release of any solicitation orsynopsis.An Ombudsman has been appointed. See NASA Specific Note "B".
