- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 13 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the request for quote for items required under RFQ V4365A-8301-0005. A subsequent solicitation document will not be issued. One technical document will be available from: Joseph Schwarz (joseph.schwarz@navy.mil or (757) 443-1387). FISC Norfolk intends to purchase the following services: 1) Boat preservation services to include painting and non-skid on all normally painted external surfaces of Three(3) Oswald Class 25' SafeBoats in accordance with the Statement of Work (SOW). Hull Registry Numbers are: 25PB0309, 25PB0329, and 25PB0330.Period of performance is to be from contract award date to 31 December, 2008. Projected contract award date is 19 November, 2008. The North American Industrial Classification System (NAICS) code is 488390 ($6.5M). All responsible sources must submit pricing, factory authorized repair facility letter and past performance data by. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: 52.204-7 Central Contractor Registration (APR 2008); 52.212-1 Instructions to Offerors-Commercial Items (APR 2008); 52.212-2 Evaluation - Commercial Items. Delivery to be evaluated. Vendors must provide the earliest delivery if not able to deliver in accordance with the SOW. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. By submitting a proposal, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside of the United States. Lack of registration in the CCR database will make an offeror ineligible for award.
