- This Request for Information Notice is issued by the US Forest Service in performing market research to determine industry interest and capabilities. This is a request for information announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The US Forest Service reserves the right to terminate this request and change its requirements if needed. Responding to this notice does not guarantee participation in future activities. The US Forest Service is issuing this request for information as part of market research for the overhaul of Pratt & Whitney PT6A-28 engines installed on USDA Forest Service Government owned aircraft, in accordance with Federal Aviation Regulations and FAA approved inspection programs. The engines will have approximately 10,500 hours total time and 9800 cycles. All work shall comply with all Service Bulletins Category 1 through 6. A rental engine will be required to be supplied during overhaul. At least one technical expert will be required to assist the organization chosen to install the engines during the initial installation and rigging process. Technical support shall be provided as necessary during the initial operating period to correct any deficiencies that may occur. The US Forest Service is seeking/targeting qualified businesses that have the capability to provide the above services. Any vendor responding to this request for information notice must provide detailed answers to the following questions: 1. Are you an Authorized Pratt & Whitney Canada (P&WC) Overhaul Facility for PT6A-28 engines? 2. Are you an FAA Certified Repair Station for Pratt & Whitney engines? Does the Repair Station rating include overhaul of these engines, or just repair? Please provide the Repair Station number(s) and ratings. Repair Station #_______________Location_________________ 3. Do you have a 24-Hour Customer Support Line? If so, is this a Call Center manned on a 24-hour basis, or a technical representative providing this service away from work, and/or after normal duty hours? 4. Do you provide On-Site Technical Support (Mobile Repair Team)? Is this service provided by your full-time employees, or do you contract it out? 5. Do On-Site Technical Support (Mobile Repair Team) technicians provide approval for return to service? If so, do they approve for return to service under their own certificates, or under a Repair Station Certificate? 6. Can you provide PT6A-28 rental engines? 7. How many PT6A-28 engines have you overhauled in the previous 12 months? 8. How many Service locations do you have in the Continental U.S.? Please specify their locations. 9. How many Overhaul locations do you have in the Continental U.S.? Please specify their locations? 10. Do you employ Full-time Field Service Representatives? If so, where is the closest one to Ogden, Utah based? 11. How many technicians performing overhaul functions are FAA certified, compared to non-certified? (FAA certified) Total technicians _________ Powerplant ___________ Repairman ___________ 12. How many technicians performing repair functions (at locations other than the Overhaul Facilities identified in question 10) are FAA certified, compared to non-certified? What, if any, of the overhaul functions is outsourced, to include accessory/appliance overhaul? 17. Have you previously had government contracts to provide engine overhaul and repair services? 18. Do you presently have any government contracts to provide engine overhaul and repair services? 19. Have you had any FAA violations within the last 24 months? If so, what were they for? Additional written information should include descriptions of current and past contracts for similar work, past performance information, dollar value, and Government point of contact. All information should be received by the IDAWY Acquisition Service Center contact by close of business, Monday, November 24, 2008. There is no solicitation document available. Electronic submission of the above information is acceptable. The government will not return or pay for any information provided in response to this announcement.
