Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DTFH68-09-P-00014 is advertised on an unrestricted basis and will be awarded as a firm fixed-price contract. The following Federal Acquisition Regulation (FAR) Provisions and Clauses in effect through Federal Acquisition Circular FAC 2005-26, dated June 12, 2008, are applicable to this procurement: 52.212-1, Instructions To Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items including subparagraphs (b),(7), (15), (16), (17), (18), (19), (20), (21), (24), (25), (26), (31), (36). This procurement also includes FAR 52.212-2, Evaluation-Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, technical, and other factors considered. Scope of Work: This work will consist of advancing approximately 20 borings with a truck mounted drill rig on the existing paved road at these two locations. Borings shall be advanced with air rotary percussion system (Odex or Tubex) through the overburden fill and colluvium consisting of silty sand and rock fragments to the top of bedrock. On about 10 borings, core into bedrock approximately 10 feet with a wireline system. The bedrock consists of granitic gneiss. SPT’s using a split spoon sampler will be taken at 5 ft. intervals in the overburden and fill material. Estimate boring depths to average 20 ft. for the non-cored borings and 30 ft. for the cored borings. On the core holes, we will require the contractor to have 2 inner barrels and some type of portable water tank or bladder so that coring continues when retrieving water and advancing core. Please provide the following: 1.Hourly rate for drilling (includes all equipment, air compressor, and tools necessary to perform standard geotechnical subsurface investigation for foundations and roads, operator and helper). Include a list of rig type, hammer system, and core size. 2.Additional helper (if you desire) to expedite process, retrieve water, etc. 3.water truck/trailer 4.Mobilization/demobilization (if required) 5.Hourly rate for daily travel (portal to portal). Estimate 1.5 hours round trip from site to Tucson. 6.Subsistence (if required) 7.An estimate of misc. expenses (core boxes, hole plug, asphalt patch). These items will be paid cost + 20%. FHWA personnel will be on-site to log the holes and locate boring locations. FHWA will coordinate the traffic control and provide utility locate. Work to begin the week of November 24, 2008. Submit your quote for the equipment described above including delivery to Sharon Krenek, Federal Highway Administration, Central Federal Lands Highway Division, 12300 West Dakota Avenue, Lakewood, CO 80228. Responses are due on November 17, 2008 at 2:30 PM, Mountain Time Zone. Proposals may be submitted by email or fax. Questions concerning this solicitation shall be in writing and may be sent by sent via fax to (720) 963-3360 or to Sharon.krenek@fhwa.dot.gov The Government shall not pay for any costs associated with the preparation of the proposal.
