Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-09-T-0005 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. The Tennessee Army National Guard has the following requirements. This requirement is being advertised as an unrestricted acquisition; the North American Industry Classification System (NAICS) Code is 811310 with a Small Business Size Standard of seven million dollars ($7,000,000.00). All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JUN 2006) (Deviation), and DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUL 2006) (Deviation). The Government requires the repair of the cab and engine of a John Deere model JD6400 tractor. The JD 6400 tractor sustained damage when used in mowing and maintenance of the training areas. The tractor cab struck low hanging branches causing damage to the cab roof. The cab roof was broken in 5 locations causing weather leakage into the cab. The headlights and turn signals are integral to the roof structure. One headlight and one turn signal was destroyed and one headlight only suffered bezel ring damage. The inner roof, work light and head liner have all been destroyed by the weather leaks and requires replacing. The JD 6400 engine was damaged when an object penetrated the air breather assembly unbeknown to the operator. When normal equipment inspection was performed the puncture was discovered. Upon further investigation the foreign matter that escaped through the puncture, past the air cleaner into the engine caused damage to the engine. It is estimated that the engine will require a new air cleaner housing, overhaul kit plus normal miscellaneous parts used during the overhaul process.The Government shall pay for work actually performed on this tractor to the successful offeror only. Vendors shall be responsible for determining what repairs are necessary to restore the tractor back to its original condition prior to the accident. Vendors who are interested in providing a quote shall notify this office no later than Thursday November 13, 2008, close of business four thirty (4:30) p.m. local central standard time, coordination will be made at that time for a service technician to come to the Tullahoma Training Site, 400 Industrial Blvd, Tullahoma, TN 37388 and determine specifically what repairs are required and provide a quote for these repairs. This notification can be emailed to Randal.Halbrooks@ng.army.mil or facsimile to 615-313-0562. Vendors shall submit a quote for the following repairs: 0001 Cab Repair 0002 Engine Repair Vendors shall submit a quote no later than one week after their scheduled technical evaluation. Offers will be evaluated using the Lowest Priced Technically Acceptable criteria outlined in FAR 15 and FAR 13. Vendors shall either send a qualified repair technician to the Governments location or include the price of transporting the equipment to their facility for repair and back to its original location after repair. The Government desires these repairs be made within thirty (30) days after award; vendors shall include a proposed performance schedule in their response to this request for quote.
