- This is not a solicitation. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), a small distvantaged, service disabled veteran owned business, ) relative to NAICS 541519. Responses to this synopsis will be used by the Government to make appropriate acquistion decisions. After review of the resposnes to this sources sought, a solicitation annoucement may be published in FedBizOpps. Responses to this sources synopsis are not considered annoucement. The United States Coast Guard wishes to obtain services resulting in the development of advanced distributed learning (ADL) products to serve active duty, civilian employees, reserve, and auxiliary populations. ADL products include e-learning, web-based simulations, electronic performance support systems (EPSS), e-games, online tests, online instructor-led training, and other immersive ADL products. A capability is sought to develop and convert courses to ADL and to develop appropriate performance support tools. The capability includes the ability to provide: ADL project management support, human performance analysis support leading to the prescription of ADL products and services, support in the development of ADL requirements, instructional systems design support, graphic design and modeling capabilities including 3-D modeling for training purposes, technical writing and editing capability, technical support in ensuring ADL products are tested and approved for hosting within the USCG learning management system, formative and summative evaluation of ADL against human performance criteria, development of life-cycle maintenance plans for ADL products, and ADL programming support.
