Description
PRE-SOLICITATION NOTICE: The USDA, Agricultural Research Service (ARS) intends to issue a Request for Proposal (RFP) for the long term recovery (LTR) Renovations/Repairs/Upgrade of the Southern Regional Research Center (SRRC) located in New Orleans, Louisiana. This solicitation is being advertised on an unrestricted full and open basis. The major items of work include the following (items are listed in order of priority): -Base Bid: Relocate/elevate mechanical and electrical systems located in the basement floors of the Administrative Wing, Chemical Wing, Industrial Wing and Textile Wing. -Additive 01: Provide new roof on the Textile Wing. -Additive 02: Provide new roof on the Service Building. -Additive 03: Replace windows on the Industrial Wing. -Additive 04: Renovation to the basement floor at the Administrative Wing. -Additive 05: Renovation to the first floor at the Textile Wing. -Additive 06: Renovation to the basement floor at the Industrial Wing. -Additive 07: Renovation to the basement floor at the Chemical Wing. The work will be performed at the ARS’s SRRC, 1100 Robert E. Lee Boulevard, New Orleans, Louisiana. The project performance period completion time is as follows: Base Bid, additives 01, and 02 365 calendar days, additives 03 through 07 will be 175 calendar days additional after receipt of the notice to proceed. The estimated construction cost for this project is more than $10,000,000. The NAICS code is 236220 with a size standard of $31 million. This procurement is being issued on an unrestricted basis, using full and open competition utilizing the negotiated method by issuing a request for proposal (RFP). Bid bonds will be required. Performance and payment bonds will be required by the successful offeror. Plans, specifications and solicitation documents will be electronically available in FEDBIZOPPS and may be downloaded without charge. However, if a prospective offerer requests to have hard copies provided, a one time NON-REFUNDABLE fee of $___300.00____ is required for each set requested. The written request and non-refundable checks or money orders should be made payable to: USDA, Agricultural Research Service and sent to: George Washington Carver Center USDA/ARS/FD, Facilities Contracts Branch ATTN: Sheila Anderson 5601 Sunnyside Avenue Mail Stop 5124 Beltsville, MD 20705-5124. Cash, credit cards, or two party checks will NOT be accepted. TELEPHONE, ELECTRONIC, OR FACSIMILE REQUESTS FOR THE SOLICITATION DOCUMENTS WILL NOT BE ACCEPTED. A site visit/pre-proposal conference will be conducted (date and time to be determined) in New Orleans, Louisiana. Attendance at the site visit is not mandatory, but is strongly encouraged. Potential subcontractors are encouraged to attend to provide copies of their business resumes to potential prime contractors. The RFP will be available on November 7, 2008 and responses are due no later than 2:30pm Eastern Standard Time on December 19, 2008. Due to the heightened security at government facilities, offerors are encouraged to send their proposals via overnight mail.
