- This is a combined synopsis/solicitation request for quotation for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued for the solicitation number RFQ9002 issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-27. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a large business concern. The associated North American Industry Classification System (NAICS) Code is 811310, which has a size standard of $6 million. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure the following: a preventive maintenance service agreement to cover routine and emergency service on 6 Steris sterilizers-- (5) 24” x 36” gravity/iso sterilizers and (1) 26” x 39” vacuum, 2-door sterilizer, located throughout the Vaccine Research Center, NIAID, Building 40 to include quarterly inspection visits and all emergency visits. Preventive maintenance will be delivered at varying levels of complexity, dependent upon whether or not major or minor work is scheduled. Routine quarterly visits will consist of checking the equipment for normal operation and running a test cycle. Once per year the door assembly will be completely dismantled, cleaned and lubricated, have gaskets and the diaphragm replaced, and then checked for proper operation. Finally, on one occasion per year all solenoid valves and traps are rebuilt, safety and check valves, as well as the air filter cartridge, are replaced, and strainers are cleaned. The agreement should also include a comprehensive parts and labor component to minimize time out of service due to unanticipated breakdowns. Original equipment manufacturer’s parts are mandatory. This requirement is expected to be met during normal business hours. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003). (B) (1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered int the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
