811Sources SoughtFY09 VISN Boiler Maintenance This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), small, small disadvantage, service disabled veteran owned small business, or large business) relative to NAICS 811310. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in FedBizOpps. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Department of Veterans Affairs, is seeking services to furnish all necessary travel, labor and materials required for the inspection, repair, and preventive maintenance of the three Keeler Boilers and test and calibrate all safety limit switches and gauges on the boilers, located at the Veterans Affairs Medical Center, Route 9, Martinsburg, WV in accordance with the VHA Boiler Plant Safety Device Manual Testing Dated March 31, 2005. This testing manual can be located at the following website: http://vaww.ceosh.med.va.gov/Admin/ARCHIVE/B1/4B1.PDF?FILEPATH=ARCHIVE%5CB1%5C&WEBFILENAME=4B1%2EPDF The awarded contract may be extended for four (4) option years in accordance with the clause 52.217-9, Option to Extend the Term of the Contract, subject to the availability of funds. HOURS OF COVERAGE: a. Normal VAMC working hours are Monday through Friday, 8 a.m. to 4:30 p.m., excluding federal holidays. All service/repairs shall be performed during normal hours of coverage with prior approval of the COTR. At the request of the FSE, the COTR may approve service outside normal hours of coverage at no extra cost to the government. b. Federal Holidays observed by the VAMC are: New Years' Day, Day of Presidential Inauguration (when applicable), Martin Luther King Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, Christmas Day, and any other day specifically declared by the President of the United States to be a national holiday will be observed. c. It should be noted that if a holiday falls on Saturday, it is observed on Friday. If a holiday falls on Sunday, it is observed on Monday. PREVENTIVE MAINTENANCE: A. The Contractor shall perform PM service, as scheduled. PM services include, but are not limited to: 1. Performing preventive maintenance in accordance with the manufacturer's specifications. 2. Performing remedial maintenance/repairs of non-emergent nature. 3. Testing and replacing faulty and worn parts and/or parts likely to become faulty, fail, or become worn. 4. Inspecting and replacing, where indicated, electrical wiring and cables for wear and fraying. 5. Returning the equipment to the operating condition defined in the Conformance Standards. 6. Check combustion (CO2, CO and 02) on all three boilers while burning natural gas and #2 fuel oil. 7. Test low water cut off, safeties, flame failure, proper gas and oil settings, wind box, furnace and last pass monitors, burner and atomizers, fuel pressures, temperatures of feed water and exit gasses and make adjustments to monitor proper combustion. 8. Test and calibrate all alarms and cut off valves for the following: (i) All high and low water (ii) All high and low gas pressure (iii) All high and low oil pressure (iv) All low atomized steam (v) All high boiler pressure, etc. 9. Written Report required noting all findings, action taken and parts needed. B. Within thirty (30) days after award, the Contractor shall provide the COTR with a copy of the preventive maintenance procedures that the Contractor shall follow, including the manufacturer's specifications, the ones listed in paragraph A, and any additional procedures followed by the Contractor. C. The month and day of the PM service must be scheduled by the FSE and the COTR at least a week in advance and during normal working hours. All exceptions to the preventive maintenance schedule shall be arranged and approved in advance with the COTR. D. Any charges for materials such as lubricants, fluids, cleaning supplies, parts, services, manuals, tools, or software required for the Contractor to successfully complete scheduled PM shall be provided by the Contractor and are included within this contract, and its agreed upon price. UNSCHEDULED MAINTENANCE AND REPAIR SERVICES a. The Contractor shall provide unscheduled maintenance and repair services as necessary to ensure the equipment remains in good operating condition. Repair service shall be achieved by returning failed components of a system to full operational capacity. These repair services may consist of calibrating, cleaning, oiling, adjusting, replacing parts broken or worn beyond useful life, and maintaining the equipment, including all intervening calls necessary between regular services and calibrations. Repair shall be carried out with the objective of minimizing downtime. b. Service calls to the Contractor are only authorized when they are received from the Contracting Officer, COTR or authorized designee. Work performed outside the normal hours of coverage at the request of FSE will be considered service during normal hours of coverage. Service responses on calls from unauthorized personnel may result in nonpayment. c. Response Time: Contractor's FSE must respond with a phone call to the COTR within two (2) hours after receipt of telephoned notification. If the problem can not be corrected by phone, the FSE shall commence work (on-site physical response) within eight (8) hours of coverage after receipt of notification and shall proceed progressively to completion without undue delay. PARTS a. The Contractor shall furnish and replace all equipment replacement parts. The cost of these parts shall not be included in the price of this contract. The Contractor shall have ready access to all equipment parts, including unique and high morality replacement parts, in order to minimize downtime. b. Only new standard parts (manufactured by the maker of the equipment or equal thereto) shall be furnished by the Contractor. Rebuilt parts, used parts, or those removed from the same model of equipment shall not be installed. All parts supplied by the Contractor shall be of current manufacture and have complete versatility with the presently installed equipment. All parts shall perform identically to the original equipment specifications. REMOVAL OF EQUIPMENT Approval of the COTR and a VAMC equipment pass must be obtained before removing equipment to Contractor's plant. Removal of the equipment shall be done with no additional costs to the government. The Contractor will be responsible for loss or damage of equipment. A loan of the same type equipment, if required and available, will be furnished by the contractor without additional cost to the VA. SERVICE MANUALS The VAMC shall not provide service manuals or service diagnostic software to the Contractor. The Contractor shall obtain, have on file, and make available to its FSE's all operational and technical documentation (such as: operational and service manuals, schematics, and parts list) which are necessary to meet the performance requirements of this contract. TEST EQUIPMENT Within thirty (30) days after award, the Contractor shall provide the VAMC with a copy of the current calibration certification of all test equipment which shall be used by the Contractor on VAMC's equipment. This certification shall also be provided on a periodic basis when requested by the VAMC. Test equipment calibration shall be traceable to a national standard. (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned Small or veteran owned small business? (7) Is your firm registered in the Central Contractor Registry? (8) Is your firm interested in quoting for both groups identified above? This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
