- The Postal Service intends to award one or more Indefinite Quantity Contracts (IQC) to implement, and assist in executing a National Heating Boiler and Unfired Pressure Vessel Inspection Program within the United States, Puerto Rico and the Virgin Islands. The offeror shall have the capability to perform the services requested at multiple locations at or pertaining to Postal Service facilities as directed by the Postal Service. The Postal Service has an estimated 14,500 assets nationwide requiring these services. An indefinite quantity contract is a contract pursuant to which the contractor will perform a series of individual projects at different Postal Service facilities. The quantities specified in this contract are not purchased until ordered. Delivery or performance must be as directed in work orders issued in accordance with the Work Order clause and the contract schedule. The supplier must furnish to the Postal Service, when ordered, the services specified in this contract up to and including the quantity designated as the Total Contract Value. There is no minimum order required under this contract. The contractor may be required to work on multiple Work Orders at different locations during the same time frame. The term of the contracts will be for two years; there will be four possible two-year renewal options. The cost per inspection is expected to remain relatively constant while the travel cost may vary widely from site to site. The successful bidder is expected to develop a solution that will minimize those travel costs. Inspection activities may occur in operational mail-handling facilities (possibly 24 hours per day/7 days per week operations) and in such cases, inspection activities must not interfere with postal operations. Since this is an expedited procurement we will first evaluate the companies Qualification Packages, and then evaluate the Management Plan and the Cost Proposal in that order. The Contract award will be based on a Best Value Selection. Qualified firms must be currently listed as a active member of the National Board of Boiler and Pressure Vessel Inspectors, Authorized Inspection Agency NB-369. A pre-proposal meeting is scheduled for November 19, 2008 at 1:00pm in Arlington, VA.
