POSITION DESCRIPTION: See below POSITION DESCRIPTION: PEPFAR PALLIATIVE CARE SENIOR ADVISOR NOTE: Previous Applicants Need Not Reapply A) BACKGROUND The incumbent serves as the Palliative Care/Basic Health Care (BHC) Program Advisor in the IIP/HIV/AIDS-TB Office for USAID/Nigeria with special focus on Basic Health Care program area. He/she will advise the HIV/AIDS-TB Team Leaders, the General Development Officer, the Mission Director, and the USG Care and Support inter-Agency team, on Basic Health Care and Palliative Care interventions in Nigeria. As an expert in this field, he/she also plays an important advisory role in developing country-level policy and building a currently underdeveloped area of HIV Care and Support in Nigeria. As such, he/she will be responsible for the implementation of the Basic Health Care components of the expanded Care and support response in collaboration with the Federal Ministry of Health (FMOH), the Centers for Disease Control and Prevention (CDC), Department of Defense, the American Embassy, and their implementing partners, as well as the Networks of People Living with HIV/AIDS and other implementing partners/agencies. She/he will draw upon other sectors in the Mission, and his/her counterparts in AID/W and the Office of the Global AIDS Coordinator (OGAC) for technical and administrative support and assistance as well as providing technical assistance to other members of the Mission and USG in his/her area of expertise. Nigeria is a priority country for the Presidents Emergency Plan and Office of HIV/AIDS (OHA) and has experienced extremely rapid growth over the past 4 years. In COP08 Nigeria received $447M in PEPFAR funding, with approximately $30M of that managed directly by the incumbent. B)GENERAL RESPONSIBILITIES The Senior Advisor for Basic Health Care will be expected to play a critical role in providing technical input for interventions and managerial oversight for Implementing partners addressing BHC in the these specific areas: Clinical care services, Psychological care services, Spiritual care services, and Social care services for adult people living with HIV/AIDS and their affected families. As Basic Health Care for pediatric clients is provided for under the Orphans and Vulnerable Children (OVC) program area, extremely close collaboration with the OVC advisor will be necessary to ensure integration and continuity. Although primary responsibility for implementation of interventions designed to increase BHC rests with the U.S. and Nigerian organizations managing the bulk of the HIV/AIDS interventions, the Senior Advisor will be exepcted to oversee, monitor and serve as the key resident expert on all matters related to the Care and Support of PLWHA. In this capacity, the Senior Advisor will provide technical assistance to the entire USG HIV/AIDS-TB Team in collaboration with the HIV/AIDS-TB Team Leaders. The Senior Advisor will also develop and maintain close relationships with international donors and Nigerian organizations on all matters relating to BHC. The Senior Advisor will be expected to stay abreast of developments in the field of HIV/AIDS planning, management and training within the region and globally, especially as it relates to BHC, and to integrate these developments into USG/Nigeria programming as appropriate. Under the direct supervision of the HIV/AIDS-TB Team Leader, and in collaboration with the wider USG Care and Support Technical Working Group, the Senior Advisor will provide technical expertise in the design, implementation and management of the USG Basic Health Care interventions; provide analyses and advise the Mission and the USG at large on BHC policies with particular reference to adult PLWHAs; and track the USAID/Nigeria BHC program implementation, performance and results. C) SPECIFIC RESPONSIBILITIES 1.Provide programmatic leadership for PEPFAR/Nigeria’s Basic Health Care interventions utilizing innovative, effective, appropriate, and sustainable development strategies. 2.Relate PEPFAR/Nigeria’s priorities and capabilities to those of other donors in assessing overall requirements in the sector. Stimulate contacts and collaborative arrangements among donor agencies and host country organizations best suited to assist with particular development needs related to BHC. 3.Keep abreast of analyses and developments in the field of HIV/AIDS planning, management and training within the region and with similar research in the United States and elsewhere as it relates to BHC. 4.Be responsible for the implementation of BHC interventions. This includes overseeing, analyzing and monitoring of the interventions. The candidate will also responsible for designing, implementing and evaluating programs that are scientifically sound and incorporate USG policies and lessons learned. In addition to the general oversight provided for all USG partners, the incumbent will have responsibility for the direct management of all USAID partners with a Basic health Care component. Currently this includes 9 implementing partners, and an annual investment of nearly $15M. 5.Be responsible for liaising with the GON, other donors and NGOs who are implementing similar programs to ensure good coordination and sharing of lessons learned. 6.In conjunction with the Team leaders and Care and Support Technical Working Groups be responsible for BHC interventions; supervise ongoing evaluation of projects, including the performance of project implementation personnel, project appraisals and contractor performance reports. 7.Play a key role in the inter-Agency development and implementation of the annual Country Operational Plan, including strategic planning and prioritization, resource management and budgeting, target setting, partner negotiation, and final submission preparation. IV.General Qualifications and Experience Masters level or equivalent degree in, public health, epidemiology, management, law, sociology or related field. Minimum of 5 years experience with HIV/AIDS programs and demonstrated broad programmatic knowledge and experience in analysis and planning, and in the planning and management of programs in developing countries. Experience with USAID programming a plus. Demonstrated leadership, analytical and managerial skills within the context of developing countries. Knowledge of other relevant programs in Sub-Saharan Africa, and programmatic knowledge of different methods, models and approaches. CTO certification will be required. Programmatic Knowledge: Management of HIV/AIDS programs in a Sub-Saharan setting. This includes work with government and/or non-government organizations responsible for HIV/AIDS programs. Experience in working with partner organizations including bilateral and multilateral donors as well as NGOs to ensure coordination. Conceptualization, design, management and coordination of interventions related to HIV/AIDS prevention, care and support. Provision of programmatic advice and recommendations in planning, designing and developing HIV/AIDS interventions as part of a mission program or other donor relevant interventions and programs.  Application of sociological, anthropological or related cultural knowledge in addressing issues in the design, implementation and/or evaluation of development or related programs/projects. Analysis and monitoring of complex HIV/AIDS programs. V.Position Elements a.Supervisory Control Over Position: The Senior Program Advisor will play a key role on the Mission’s HIV/AIDS-TB Team, and the inter-Agency PEPFAR team. The Senior Program Advisor will be expected to exercise initiative, resourcefulness and responsibility towards achievement of program objectives. The Senior Program Advisor will provide programmatic insight in Basic Health Care interventions for the HIV/AIDS and TB Team. Team members include USDH HIV/AIDS Team leaders, fellows, Nigerian HIV/AIDS Specialists, an extended team comprised of Contracting Legal and Financial officers, and Nigerian support staff in addition to the Senior Program Advisor. The Senior Program Advisor will develop and negotiate annual work plans, with the USG extended Team and the Team leader who will be the Senior Program Advisor’s direct supervisor. The Senior Program Advisor’s work will be evaluated annually, based on progress towards achieving work objectives. b.Guidelines Used and Judgment Required: Guidelines include: USAID’s Automated Directive System (ADS); Mission Orders; operating procedures and systems requirements, PEPFAR guidance. c.Complexity: Tasks involve program analysis, advisory services, and monitoring HIV/AIDS program of the Mission. The Senior Program Advisor is expected to apply a depth of expertise to advise on full range of HIV/AIDS program Management issues. He/she must continuously apply innovative thinking to solve program problems. d.Authority to Make Commitment: The Senior BHC Program Advisor is authorized to approve administrative documents in the absence of the USDH HIV/AIDS Officers, and after gaining relevant program experience could be asked to serve in an acting capacity for the Team Leader or Deputy Team Leader. e.Supervision Exercise: The Senior Program Advisor may supervise FSN staff assigned to work on HIV/AIDS Program in the General Development Office. f.Nature, Level and Purpose of Personal Contacts: The Senior Program Advisor will serve as the alter ego to the Team Leaders and the Care and Support Working Group on BHC and treatment and as such supervises day-to-day interventions of related HIV/AIDS Program management and interact with host government institutions, and local and international contractors/grantees. VI.SELECTION CRITERIA: A candidate will be selected based on his/her qualifications, availability, results of reference checks and interview. The selected individual must complete all medical examinations as well as undergo required security clearance. Candidates will be reviewed according to the following evaluation criteria and scoring: Education20 points General Knowledge15 points Prior Work Experience 50 points Interpersonal Skills and Abilities15 points VII.TERMS OF PERFORMANCE, COMPENSATION AND LIVING CONDITIONS: The PEPFAR Palliative Care Senior Advisor shall perform the preceding services for a period of 2 years, based in Abuja, Nigeria. Within 2 weeks after written notice from the Executive Officer that all clearances have been received; the incumbent will be expected to proceed directly to Abuja, Nigeria. The position described has been classified at a U.S. Government GS-14. The actual salary of the successful candidate will be negotiated depending on qualifications and previous salary history. It is unlikely that an individual will be selected who does not already have the prior training and experience to fully perform at the GS-14 equivalent level, or who in some other way does not fully meet all requirement for the position. In addition to the basic salary, differential and the benefits in effect at the time and which are applicable and subject to change will be added. The following is a partial list to illustrate: 25% Post Differential, 30% COLA. Nigeria is a dependent post. USAID will provide housing and office support.
