- Description
- The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends tosolicit and award a Cost Plus Fixed Fee, indefinite-delivery indefinite-quantity contract to Science Applications International Corporation (SAIC), of 10210 Campus Point Drive San Diego, CA 92121 on a sole source basis. The purpose of this action is to complete the research and development requirements for composite technology in container security. This action is a follow-on to a previous contract with SAIC, N66001-05-C-6013, awarded under the competitive Homeland Security Advanced Research Project Agency (HSARPA) Broad Agency Announcement (BAA) 04-06 published on 7 May 2004. The government seeks the completion effort of the development, test, and prototype of the Advanced Container Security Device (ACSD) and Container Security Device (CSD). The ACSD consists of sensors that detect and warn of intrusion on any of the six sides, door openings, or the presence of human cargo. All ACSD development has been under N66001-05-C-6013. A subset of the ACSD capabilities is the CSD, which specifically detects an unauthorized opening of a container door. The technology used by SAIC for the CSD was developed under N66001-05-C-6013 (mentioned above) as well as United States Army contract W91-CRB-04-D-0015, task order 0032. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. SAICs experience and container technology makes it the only source that would not result in the duplication of cost to the government. All responsible sources may submit a capability statement which will be considered by SSC Pacific. If it is determined that sources other than SAIC can successfully meet this requirement without substantial duplication of cost to the government, the sole source acquisition strategy will be reconsidered.
