Solicitation Number:VA-260-09-RP-0069 Notice Type: PRE-SOLICITATION - SYNOPSIS Synopsis: Added: November 10, 2008 The purpose of this amendment is correct clerical discrepancies in this Pre-Solicitation - Synopsis. A.Provide professional A/E Services to include: This project will require the site investigation and design development including drawings and other A/E Services to develop detailed remodel plans of rooms B-08a, B-09, B-10, B-11, B-12, B-15, B-17, building 16 on the Portland campus. Detailed information and requirements are as follows: 1)Approximate square feet: 1100 2)Design will include a new stairway to the outside from this basement area. The basement is about half below grade. The stairway must be protected from the parking lot access road outside of the proposed stairway. 3)Existing casework, HVAC, plumbing, lighting, and electrical appurtenances will be demolished. 4)Remodel design will be utilized in construction of walls, doors, ceilings, HVAC, power, communications systems, fire alarm, lighting, and fire protection. 5)The fire protection changes will be shown by the Architect/Engineer as Design/Build in the contract documents. All other work shall be fully designed. 6)Color design, and door hardware will be provided by the VA, and will match the existing building standards. 7)The Architect/Engineer will incorporate the VA's color design information into the Finish Schedule and construction drawings 8)The Architect/Engineer will design room furniture layouts. 9)The design shall meet all VA standards and criteria, and all applicable local, state, and federal codes. The VA follows all National Fire Protection Association codes and standards. 10)The Architect/Engineer will provide a preliminary cost estimate as part of the initial project assessment, and itemized cost estimates at mid-design and final design. B.The following evaluation criteria shall be strictly adhered to: FAR 36.602-1 (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry. (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and for this project contractors will be within a 100 mile radius of the Portland VA Medical Center. In addition to the evaluation criteria set forth in FAR 36.602 the board will consider the factors set forth in the Veterans Affairs Acquisition Regulations 836.602-1 as they apply to the project or purpose of the selection. Values will be assigned to each factor in determining the relative qualifications of the firms identified as qualified through the pre-selection process. The values may be confirmed or adjustments may be made as a result of the discussions. (a.) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (b.) Record of significant claims against the client because of improper or incomplete architectural and engineering services. (c.) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Only EMERGING SMALL BUSINESS FIRMS under NAICS CODE 541330 which meet the requirements and are in the geographical area of consideration are invited to submit their SF 330 Part I & II. Estimated completion time for A/E design is 90 calendar days. The estimated construction range is $200,000. Firms that meet the requirements listed in this announcement are invited to submit 3 copies (unless submitted electronically) of SF330 Part I and SF330 Part II to Darren Campbell VA NW Healthcare Network 5115 NE 82nd Ave. Ste 206 Square at the Mall.
