Description
Indefinite-Delivery, Indefinite-Quantity Multi-Disciplinary Architect-Engineering services for the Department of Veterans Affairs, Bldg 37, Hines, Illinois. This acquisition is reserved for Emerging Small Businesses located within a 100 mile radius of VA, Bldg 37, Hines, IL. The North American Industry Classification Code is 541330 and the size standard is $4.5Mil. Work may involve all aspects for designing various in-house and nonrecurring maintenance projects including the preparation of designs, plans, specifications, cost estimates, and miscellaneous reports. The AE may be required to furnish services for reports, planning and programming studies, investigations, site selections, design concepts, tentative design, working drawings and specifications; review of shop drawings, samples, equipment, data, and other related documents. Services may include designing architectural modification additions, complex electrical and mechanical systems for commercial buildings, data centers, under ground and above ground utilities and parking. Work shall be accomplished in accordance with codes and standards for plumbing, HVAC, electrical handicapped criteria, fire protection, and tuberculosis requirements. A single contract may be awarded for a base year with 2 renewable option periods each for one year. Firm-fixed priced task orders issued under the master contract will include a specific statement of work and be negotiated as individual projects. Individual task orders shall not exceed $50,000.00 and the cumulative total of all task orders issued under the contract shall not exceed $300,000.00 yearly with a Government guaranteed minimum of $2,500.00 for the base year and each option period, if exercised. The total contract value including options shall not exceed $900,000.00. Firms shall be evaluated on the following factors in descending order of importance: 1) Professional qualifications necessary for satisfactory performance of required services; 2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; 3) Capacity to accomplish the work in the required time; 4) Past performance on contracts with Government agencies and private industry in terms of costs control, quality of work, and compliance with performance schedules; 5) Location in the general geographical area of the project and knowledge of the locality; 6) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness; 7) Record of significant claims against the client because of improper or incomplete architectural and engineering services; 8) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Firms that have the qualifications to perform the services described above and wish to be considered should submit two copies of Standard Form (SF) 330 to Ms. Katherine McClendon, Contract Specialist, Department of Veterans Affairs, Office of Acquisition and Logistics, National Acquisition Center, P.O. Box 76, Hines, IL 60141 to be received by 4:00pm, December 12, 2008. This is not a request for proposal. See Note 24.
