- This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 13.5, Test Program for Certain Commercial Items, as supplemented with additional information included in this announcement. This solicitation incorporates provisions and clauses in effect in the March 2005 FAR Revision, including all FAR Circulars issued as of the date of this synopsis. This solicitation is 100 percent set aside to small business using NAICS 541511. It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to negotiate on a sole source basis with George Cushing, to acquire technical support services for various web pages, including the NIH and HHS Homepages. This service is for the Application Services Branch (ASB), Division of Computer System Services (DCSS), Center for Information Technology CIT), National Institutes of Health (NIH), for a 12-month Base Period and one (1) successive 12-month Option Period. The Customer Coordination and Service Support Team within ASB is responsible for the following: (1) Assists users within the NIH Institute/Centers (ICs) and other divisions within CIT, as well as the HHS Operation Divisions (OPDIVs), to identify appropriate requirements for potential support of customer systems; (2) supports the primary Google search appliances for the NIH community; (3) provides support for NIH Homepage and multiple HHS web sites; and (4) provides pricing proposals for services offered by DCSS in support of the NIH mission. The Customer Coordination and Service Support Team requires contracted support in order to provide technical support on various Web based projects. Specifically, the Contractor shall (1) Provide technical support for the NIH Homepage; (2) provide technical support for the NIH Search Engine; (3) assist users in the implementation of the new Google search on their sites; (4) assist in the migration from the old Google to the new Google software; (5) assist and give technical advice to co-workers dealing with the Google search engine and other technical problems; (6) provide technical support for the HHS server’s web sites including the HHS Homepage, Smallpox, Usability, the Surgeon General’s Home page and other HHS web sites; and (7) write and maintain the documentation on the NIH Homepage and NIH Search Engine. In order to successfully accomplish the work requirements, the Contractor must possess (1) in-depth knowledge and experience with customized scripts configured specifically for the NIH environment or any other Federal agency having a biomedical research mission; in-depth knowledge of C shell, Korn shell and Perl languages; (2) at least ten (10) years direct experience in designing IT applications; (3) in-depth knowledge of the infrastructure of the NIH website, including the WebDav technology; (4) experience dealing with a large customer base in a biomedical research environment; experience in configuring and supporting websites in a highly visible mission critical environment, including 7x24 coverage ; (5) be familiar with NIH or other government related data bases/software and (6) a minimum of an undergraduate degree (or equivalent) in Computer Science, Information Science, Engineering, or a related field. Certain kinds of experience may be used in lieu of education. In order to substitute experience for educational requirements, the experience must be recognized as sufficiently technical or specialized to achieve the knowledge and skills needed to successfully accomplish the work requirements specified herein. George Cushing’s previous experience at NIH in working with the NIH customized hosting environment makes him uniquely qualified to continue this service. He has in-depth experience developing migration paths from the current NIH configuration to NIH’s upgraded environment and performing the implementation of the new version. He has more than seven (7) years experience in developing IT applications at NIH, which includes web applications, working experience with and in the implementation of the new Google search engine. He has experience in 24x7 coverage required by the public facing NIH and HHS Homepages, including the necessary communication skills to interact with the NIH Data Center customers and their technical staff on issues related to their websites and future needs. CIT has determined that George Cushing is the only commercially available source with the required prior experience and expertise to successfully fulfill all of the requirements stated above. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsible and responsive sources may submit descriptive literature fully documenting their experience and expertise which will be considered by the agency. Sources interested in responding to this notice must be able to provide convincing evidence that they can fulfill all of the requirements specified above. Information received in a timely manner will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to conduct a competition for this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. This requirement is being processed for CIT by the National Library of Medicine (NLM). NLM intends to make an award for this commercial item in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items.
