Sources are being sought from 8(a) concerns, HUBZone small business concerns, Service Disabled Veteran Owned Small Business concerns, and Small Business concerns who are capable of providing the required services described herein. The National Park Service intends to issue a solicitation for the annual maintenance and United States Coast Guard (U.S.C.G.)Inspection of the National Park Service Vessel, Liberty IV, located the Statue of Liberty National Monument for the annual repairs and maintenance of the National Park Service (NPS) vessel 'Liberty IV" and facilitate an annual U.S.C.G structural hull inspection. All work under this proposed contract must be performed in the U.S.C.G. Sector New York and inspected by the United States Coast Guard and shall be performed at the contractors' facilities. The contractor shall provide all supervision, labor, materials, tools, equipment and all incidental related work to perform the annual maintenance and U.S.C.G. Inspection of the National Park Service Vessel Liberty IV including, but not limited to the following listed work in accordance with the specification and incidental related work: 1. Dry dock vessel.2. Sand sweep bottom plating, prime and paint with a commercial grade anti fouling red (2 coats)3. Sand sweep side plating, prime and paint with a commercial grade gloss black (2 coats)4. Prepare, prime and paint deck with a commercial grade non skid gray (2 coats)5. Prepare, prime and paint safety hand rails with a commercial grade gloss white (2 coats)6. Paint all existing welded lettering, (Vessel name, Draft markings on Stern of vessel). (2 coats ) Color White7. Sand sweep, remove all debris, loose paint scale, rust and dust, prime and paint with a commercial grade (epoxy gray). The fore peak compartment, approx. 250 square feet.. The contractor shall insure that the bilge alarm and bilge suction foot valve is operational when the painting process is complete.8. Sand sweep, remove all debris, loose paint scale, rust and dust, prime and paint rudder compartment, including overhead, side and bottom shell plating, approx 500 square feet with a commercial grade (epoxy gray), the contractor shall insure that all steering hydraulic cylinders, hoses, valves, rudder, angle indicator, bilge alarm and bilge suction foot valve are operational when painting process is complete.9. Repack port & starboard shaft stuffing boxes on main shafts, (removal of old packing) shafts 3.5 in. diameter.10. Repack port & starboard rudder stuffing boxes (remove all old packing)11. Replace zinc anodes on hull 20 total units, using 24 lbs. units (remove wasted anodes and discard).12. Replace size anodes on keel coolers "Furstrum" (2 units per cooler)13. Replace zinc collars on 3-1/2" tail shafts, (3 units on each shaft)14. Change port and starboard propellers. Propellers shall be National Park Service (NPS) supplied. Contractor shall supply new locking nuts and cotter pins. (see detail discretion 3.3.7).15. Dry all compartments of bilge water, remove all oil residue and debris, wipe clean for U.S.C.G. inspectors to inspect internal hull. Method of drying and cleaning is at the option of the contractor.16. Open bolted stainless steel flanged type sea valves (6) total for U.S.C.G. inspectors. Reinstall after U.S.C.G. inspection.17. Weld existing stiffeners on forward bulwarks ( 3 frames). Cracks are at the deck level and approximately 6 to 10 inches of welding is required on each frame18. Open 2 sea chests, for USCG inspection, clean, prepare, prime, paint and close. 19. Re-weld line chocks in forward bulwarks on port and starboard sides20. Straighten safety handrail section on the port side at forward end of pilot house, six foot section make perpendicular to deck, using existing handrail section21. Repair bow fender, fabricate rubber blocks and fabricate installation clips weld in place, fabricate a cover plate to unify bow fender blocks and weld in solid.22. Replace 20 feet of D Fender portside mid-ship, removing old fender, installing new, fender shall be contractor supplied. Fender must fit solid to shell plating to prevent shifting, if not a backer plate must be welded to shell plating to ensure a solid fit.23. Repair two, two foot sections of fender, one on the portside, one on the starboard side at forward quarter, by straightening the sections and adding gussets to hold in place.24. Replace depth finder transducer located in a cofferdam on port side bottom shell plating approx. 20 feet from stem of vessel. Depth finder, transducer, extension cable and display shall be purchased by the contractor and be completely installed.25. Replace existing exhaust system on the port and starboard main engines (the engines are 6 cylinder inline Cummins QSK-19-M) Exhaust system shall be routed as the existing exhaust system. ( see detailed description on item 3.3.10).26. Replace heat blankets on the heating furnace exhaust stack, piping (7 inch in diameter and approx.12 linear feet).27. Snake out sea water piping from sea chest to sea water strainers on port and starboard generators, remove all debris and have totally clear.28. Repair potable water tank, disconnect piping and re-weld bottom plate seam, re-install (Tank is rectangular in shape and has a capacity of 75 gallons).29. Prepare, prime and paint deck house, (gloss white, 2 coats) This solicitation will NOT be directly provided in a paper hard copy format or CD ROM. In accordance with FAR 5.102(a)(7), the availability of the solicitation will be limited to the Internet. When the solicitation is issued, the address for downloading the solicitation from the Internet is as follows: http://ideasec.nbc.gov. Down loading from the Internet is free of charge. All contractors must register on ESOL. Hard copies (paper sets) of the solicitation will not be provided by the Government. Notification of any change to this solicitation (amendments) shall be made only on the Internet. The North American Industry Classification System, NAICS, Code of 336611, 1,000 employees are applicable to this contract. This solicitation will result in award of the Annual Maintenance and United States Coast Guard Inspection of the National Park Service Vessel, Liberty IV, at the Statue of Liberty National Monument, Ellis Island, Liberty Island, New York, NY 10004. Award of the contract will be made to the lowest confirming responsive, responsible bidder offering the lowest total price of all contract line items. The Invitation for Bid package will be issued Monday, December 22, 2008 and the date for receipt of bids is 2:00 P.M., EST, on Tuesday, January 22nd at the National Park Service, Northeast Region, U.S. Custom House, 200 Chestnut Street, Philadelphia, PA 19106-2878. A formal site visit for this solicitation is scheduled for Wednesday, November 20, 2008 at 10:00 a.m., local time at the Statue of Liberty National Monument. Interested firms must provide the following individual personal information for all who are planning to attend the site visit: full name, home address, date of birth, sex, race, height, weight, hair color, and social security number. The individual personal information will be used by the Government to perform security related background investigations on all personnel proposed to attend the site visit. Subsequent individual approval or disapproval of proposed site visit attendees will be determined by the Government. Participation in the site visit is the responsibility of the firms and not directly reimbursable by the Government.
