Description
The U.S. Army Corps of Engineers, Kansas City District, intends to issue a solicitation for a Consolidated Communications Facility This facility will be located at Whiteman Air Force Base, Missouri The general scope of work includes, but is not limited to: The design and construction (Design-Build Solicitation) of a new two story 4,274 SM facility to include steel frame structure, masonry exterior, standing seam metal roof, interiors, fire protection, site work, utilities, pavements, Class A vault, communications support, demolition (including asbestos and lead paint abatement/removal) that complies with DoD antiterrorism/force protection requirements. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. No organized Site visit is planned prior to advertising. This solicitation will include options that will be included in the solicitation In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of range $10,000,00.00 - $25,000,000.00 This solicitation will be issues as a Request for Proposals (RFP) which will result in the award of a single firm fixed price (FFP) construction contract. The estimated performance period for completion of construction is 540 (Five Hundred Forty) calendar days from Notice to Proceed (NTP). The solicitation will be available on or about the week of 15 December 2008, and Proposals will be due on or about 24 Jan 2009. The solicitation, including any amendments, shall establish the official opening and closing dates and times. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for Best Value Source Selection Process. The solicitation will include a detailed list of evaluation factors, including any subfactors or elements, and will provide instructions for proposal requirements and the basis for award. Any changes to evaluation factors will be issued by amendment. The North American Industry Classification System (NAICS) Code for this project is 236220. With a size standard of $33,500,000.00. THIS SOLICITATION WILL BE RESTRICTED TO SMALL BUSINESS. In response to this sources sought, interested vendors are requested to provide answers to the following questions. The answers should be brief and to the point, not exceeding 5 pages total. Companies submitting more than 5 pages will not be evaluated. 1. What kind of similar experience does your company possess? 2. Does your company have experienced design and construction technical staff and possess the organizational and operational strategies based on findings and impacts related to the subject of this sources sought? 3. Past Performance-Does your firm have the relevant past performance within the last three years (include contract numbers, contract type, dollar value of each procurement, point of contracts, and brief description of the work performed)? 4. What experience does your company have relating to large building design and construction. Do you have experience in asbestos removal/abatement for demolition projects? If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 1 Dec 08 at 2:00 p.m., the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under full and open procedures. Once again this combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government.
