Description
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A SEPERATE SOLICITATION WILL NOT BE ISSUED. The U.S. Geological Survey Carbon Group, located at the California Water Science Center, Sacramento, CA, requires the purchase of the following items: Line item 0001: Qty Three (3 ea), Greenhouse gas analyzers. Analyzers must work under normal ambient atmospheric conditions, outputs measurements as fast as 20 Hz, which is necessary for eddy covariance fluxes, for three gas species, and can run on 90 watts of DC power. The repeatability/precision of each measurement is 1 ppbv for methane, 0.2 ppmv for carbon dioxide, and 100ppmv for water vapor, with a total uncertainty of <1% without calibration. The output can be digital (RS232), analog, and Ethernet. The internal hard drive must be at least 40 gigabits. Line Item 0002: Qty Three (3 ea), Four-Head Diaphragm External Pumps. Pumps are to be used with the greenhouse gas analyzers stated in this notice. This solicitation document contains incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-27, dated 17 September 2008. The solicitation number for this procurement is 09WRQQ0022 and is issued as a request for quote (RFQ). This is 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 334513 with an applicable size standard of 500 employees.Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME, ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quote shall also contain all other documentation specified herein. EVALUATION/AWARD: The Government will award a purchase order to the offeror whose price is judged to represent the best value to the government. Evaluation criteria are as follows Lowest Price Technically Acceptable (List Technical Aspects)/ Price. The successful contractor must provide the items referenced which meet or exceed the salient technical characteristics outlined in this notice. All offerors must be Central Contractor Registered (CCR) and online representation and certification application (ORCA) must be activated. ORCA registration for on line representation and certification requirements may be viewed via the internet at www.bpn.gov.
