- Description
- The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), intends to procure on a sole-source basis with Avatier Corporation., for a service agreement/maintenance for an Avatier Password Station with Self-Service Password Reset and Password Synchronization. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-(b)(1). The North American Industry Classification System Code is 511210 and the business size standard is $23M. Period of performance: Performance shall be one (1) year from date of award. Avatier Password Station has been in use at the NCI as the mechanism for synchronizing passwords between NIH’s Active Directory (AD) and NCI’s Novell Directory (eDir) for several years. The synchronization of passwords has allowed for a seamless single sign-on solution for NCI Users. This software has also allowed users to change/reset their passwords from and browser with access to the internet in a secure fashion. As part of the Center for Information Technology’s (CIT’s) effort to get their service up and running, NCI has agreed to turn over its 7200 AD and eDir licenses. The Password Station is a commercial off-the-shelf software product that allows NCI to keep passwords synchronized between multiple systems. The acquisition of support will keep the product base current and provide needed access to technical resources when problems arise. Once the support is current, NCI will work with CIT to transfer 7200 licenses and support to CIT. NCI will maintain a smaller footprint of licenses, 1000, to be used exclusively by external users interfacing with NCI’s eDir. The application of this software has been so successful in the NCI community that CIT has adopted this product to provide the same functionality for all of NIH. Avatier Corp. is the only known manufacturer of the Self-Service Password Reset and Password Synchronization that can complete the necessary functions outlined in this procurement, match the devices currently working to satisfy the mission of the NCI, and is the only known distributor/seller within the U.S. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EDT, November 24, 2008. It is the vendor’s responsibility to call (301) 402-4509 to verify if their statement or questions have been received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
