Description
This announcement is NOT a Request for Proposals (RFP) or Invitation for Bids (IFB) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the necessary qualifications to provide the services stated herein. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice to determine if possible set-aside opportunities exist. This requirement is assigned a 561621 Security Systems Services (except Locksmiths) and the NAICS Code size standard is $12.5 Mil. SCOPE: The contractor will provide all labor, tools, equipment, transportation, supervisions, and other necessities to provide services for maintenance, inspection, monitoring and possible installation of perimeter and armory Intrusion Detection Systems (IDS) for Marine Corps Reserve Centers (MCRC), consisting of approximately 200 sites, nationwide. The primary purpose of the IDS is to provide the immediate warning signal of any unauthorized entry, attempted penetration, or malfunction within the protected areas. IDSs are required to complement the structural standards of Marine Facilities and interior controlled areas by providing continuous 24-hour, 7-days per week monitored surveillance. A multitude of IDSs system is currently installed at all MCRCs to include: Facility Envelopes; and Controlled Areas. Some are Government-owned, leased, or provided by other military and private sector entities. A Central Station IDS is required for each independent system, whereas the operation of the alarm devices and electrical circuits are automatically signaled to, recorded in, maintained and supervised from that station, which is owned and managed by an armed forces unit or commercial firm with operator in attendance at all times, to monitor signals and report any unauthorized entry, attempted entry, or system malfunction within the protected area. All supplies or services shall conform to the commercial item definition prescribed by: Federal Acquisition Regulation Subpart 2.101, be approved under the Federal Communication System Part 15, Class B and conform to the following as applicable: Fire Prevention Codes (Uniform Fire Code, National Fire Prevention Code, Standard Fire Prevention Code, and California State Fire Marshall Approval), the National Electrical Code (NEC/NFP A 70), Safety (OSHA/29 CFR) and Environmental (EPA / 40 CFR) Regulations. Manufacturing quality compliance shall be in accordance with ASTM, AISI, and AWS materials and fabrication standards. The Contractor shall furnish, install, maintain, inspect and provide monitoring IDS equipment as may be required for each site. In certain situations at specific sites this may involve additional equipment such as CCTV and remote cell backups as needed. This includes, but is not limited to: All services necessary to install the system, maintain and train Marines in the operation. The Contractor shall provide all labor, equipment, tools, materials, and transportation to support installation, maintenance, repair, testing, monitoring, and training as required at each site. Installation of IDS will not be required at those locations in which Government owned IDSs are currently operational. However, as Government owned IDSs become non-operational or obsolete, these systems will be replaced. The Contractor shall provide monitoring, maintenance, inspection, repair, and testing for Government owned IDSs where presently installed. Proposed contract will be for one year with four, one year options. Interested businesses that believe they possess the capabilities necessary to undertake this project should submit an electronic copy of their capability statement, addressing the requirements identified above. Please limit responses to 5 pages or less. Any proprietary information should be so identified. Capability statement should be received by the Contracting Officer no later than November 28, 2008.
