- The Center for Health Care Contracting intends to award a firm fixed- price contract on a sole source basis in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2)(ii)(A) to, College of American Pathologists, 325 Waukegan Road, Northfield, IL 60093-2750, for DNA Database and AABB/CAP Parentage Proficiency Testing services. The contract will be awarded on or about November 24, 2008. The NAICS code is 541380 and the size standard is $12.0. See Note No. 22. The Government intends to acquire a commercial item in accordance with FAR Part 12. This notice of intent is not a request for quotations. No solicitation will be made available. Interested parties who believe they can meet this requirement may submit information about their capabilities and qualifications, to perform the effort, in writing to: Jeff Croley, Contract Officer via email at jeffery.croley@amedd.army.mil no later than 4:00 PM CST, 12 November 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 13.106-1(b)(1). This award will be made using simplified acquisition procedures (FAR Part 13). Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. College of American Pathology is a mandated vendor for certification by the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB). The testing service can not be provided by any other organization and as such, it is in the best interest of the Government to obtain the service from College of American Pathology. This service will include the following: 1. DNAF A DNA Database filter paper and DNAF B DNA Database filter paper. 2. PARF-A AABB/CAP Parentage testing filter paper, PARF-B AABB/CAP Parentage testing filter paper, PARF-C AABB/CAP Parentage testing filter paper. Period of performance for the testing: 01 January 2009 31 December 2009. The vendor chosen must be an approved proficiency test provider certified by the ASCLD/LAB. The test will be used to meet accreditation criteria which require testing to the full extent of the scientists casework activities, at least twice a year with specific intervals.
