- The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase broadband RF-to-Fiber converters for use in a NSA lab installation and US Navy aircraft. NSWCDD has a requirement to purchase two sets of CLIN 0001 and two sets of CLIN 0002 as described in the following paragraphs. CLIN 0001 is an RF-to-Fiber converter that typically comes in a paired set. The set consists of a single transmit and a single receive component. A quantity of two sets of CLIN 0001 are required. The following specifications are the minimum acceptable requirements for CLIN 0001: 1. Frequency Range: 20KHz - 50MHz; 2. RF Flatness: plus or minus 1.0dB; 3. RF Return Loss: 10dB min; 4. Link Gain: 0dB typical, -5dB minimum (+2.5dBm optical at RX); 5. Link Noise Figure: 28dB typical, 30dB maximum; 6. SFDR: 105 typical, 100 maximum 2/3[InputIP3+174-NF]; 7. 2nd Harmonics less than or equal to -40dB; 8. DC Responsivity: 0.8 A/W typical; 9. Tx Optical Output: 7.5dBm typical; 10. Rx Optica! l Input: +2.5dBm recommended for Optimal Performance (optical attenuation may be allowed dependent upon link requirements); 11. RF Connector: SMA; 12. Optical Connectors: FC/APC; 13. Operating Voltage: 90-250 VAC; 14. External status monitoring required via front panel LED's: 14a. Power status, and 14b. Data flow status. Vendors must adequately demonstrate how the offered product meets the required specifications. Failure to do so may result in a quote being deemed unresponsive. These items will be acquired utilizing Simplified Acquisition Procedures. The Government will not issue a written request for quotations as all items are identified on this notice. All items are to be priced destination to Dahlgren, VA 22448-5114. Delivery shall be no later than 8 weeks after date of order. Award is anticipated on or before 26 November 2008.
