Description
MARKET RESEARCH ONLY DESCRIPTION OF SERVICE: Coordinate/Schedule/Plan for physical movement of approximately 2,500 USTRANSCOM personal from and to various buildings on Scott AFB. The contractor will be asked to identify the actual movement requirement and write a Statement of Work that will used to contract the physical movement piece of this requirement. The relocation requirement will include identification of the stakeholders, buildings, timeline/sequence of events, and a complete audit of physical inventory requiring movement. The contractor will provide a monthly progress report to USTRANSCOM. USTRANSCOM Stakeholders: Of the approximate 2,500 personal involved in this move the contractor will make contact and discuss each major USTRANSCOM directorate/staff office impacted by the move to determine number of personal involved, property requiring movement, unique requirements such as 24/7 operations, sensitive documents and equipment etc. Buildings: An estimated 5-10 different building locations will be involved in this move. The contractor will specifically identify who is moving where and in what specific order. The Contractor will work with the USTRANSCOM BRAC office to confirm this requirement. TimeLine/ Sequence Master Schedule: One of the biggest requirements will be to identify and build a sequence of events schedule that will meet the requirements of the individual directorates without disruption of the mission at USTRANSCOM. Physical Inventory: Once a firm requirement is determined the contractor will build a master physical inventory of all items being moved. Building Drawing: The contractor will build a color coded system for each building involved in the move. If accepted, the drawings (color coded) is to emphasize & simplify the overall impact of move. The contractor will brief the final movement plan to each directorate highlighting the movement plan, expectations of each directorate, and movement timeline for major event. The contractor will conduct a post move audit to determine damage, loss of items etc. USTRANSCOM anticipates this work being performed during the CY09 timeframe. The contractor will be provided workspace to conduct business on Scott AFB. The contractor will be required to have the ability to get access to the major stakeholders and buildings on Scott AFB. Some of which require security clearance. The contractor performing the relocation service requirement for USTRANSCOM WILL NOT be able to bid on the physical movement portion of this requirement.
