Description
The Department of Veterans Affairs Medical Center, 7305 N. Military Trail, West Palm Beach, Fl 33410 has a requirement to refurbish chillers #2 and #3 with 100% OEM parts and in accordance with socpe of work. The work to be performed under this RFQ shall consist of furnishing all labor, tools, parts, materials, facilities and transportation necessary to refurbish 2 chillers. The work is located at VA Medical Center, 7305 N. Military Trail, West Palm Beach, FL 33410. I. INTRODUCTION AND SCOPE OF WORK Contractor shall provide all necessary labor, materials, tools equipment, and supervision for the reconditioning/rebuilding of chillers #2, and #3 as follows. NOTE: Only one chiller shall be out-of-service at any time. All work shall be completed, proven, and accepted by VA before work on the subsequent chiller starts. Work includes but is not limited to: replace all bearings, bushings, thrust and sleeve bearings, O rings, gaskets and any moving parts as required to conform to the manufacturers recommendations consisting of all facets of the Centravac Major Inspection and Renovation Service Steps and Procedures. REQUIREMENTS: Contractor shall comply with all the following requirements: A. Refrigerant removal and replacement per statute, dismantling of the centrifugal compressor, refrigerant analysis using a qualified laboratory. B. Inspection and verification of the inlet guide vane assemblies, motor shaft, labyrinth seal and the impellers compared to Trane specifications. C. Rebuilding 1st and 3rd stage vane assemblies, operators and vane actuator control box. Motor inspection including a rotor bar and resistance analysis of the motor to Trane specification. D. Verification and adjustment of the controls and measuring devices. Inspection of the overload controls, contactors, wiring, and all starter components. E. Cleaning and inspection of the lubrication system including the oil pump, regulator, filters, heating element and sump. Cleaning and inspection of economizer and liquid line flanges. F. Installations of new Trane compressor motor bearings, speed balance the rotor and impellers as one operating assembly prior to reassembly of the compressor. G. Reassembling of the centrifugal compressor, auxiliary vapor and liquid lines, and sight glasses with new Trane gaskets. Installation of the motor terminal board using new Trane approved gaskets and terminal O rings and replace relief valve carbon disk and gaskets. H. Chiller evacuation and leak testing with related repairs as per Trane specifications. Charge with refrigerant and adjust charge as necessary. Startup and check operation by certified technician including verification of all operating parameters and the adjustment of the chiller as per original specifications. I. Provide extended warranty on compressor motor, bearings, lubrication system and refrigerant leaks -- Not less than 1 year for leaks, and not less than 5 years on motor / compressor. J. Performing the required job-site clean up upon completion of work and leave work area in same condition as found. K. All work shall be completed within 60 calendar days from notice-to-proceed. L. All work must be under the auspices of a Trane certified technician. M. Only OEM parts will be used. 2. REFERENCES: Contractor shall provide 3 references, for similar work. 3. DELIVERY: Upon issuance of contract, the work will begin and be completed meeting all previously stated criteria. One week prior to performance of contract, Contractor shall contact the Maintenance & Operations Chief (561) 422-6665, or Operations Supervisor, David Gessner (561) 422-7627, to set up the exact date and time when work will begin. On the agreed upon date, Contractor shall report to the Operations Supervisor or work leader (Doug Twitchell) to notify him that he/she is on station before starting testing procedures. 4. PROGRESS AND COMPLIANCE: A. Contractor shall make recommendations for changes and improvements, which may be pertinent; to meet this scope of work, only to the extent indicated on this agreement. No additional services will be made without the prior approval of the Contracting Officer. B. All service tickets / invoices shall be signed by Operations Supervisor or Work Leader. All service tickets and invoices must include purchase order number. C. All procedures shall be completed according to the above scope of work requirements. D. All billings shall be in arrears. Upon receipt of Contractors invoice, the Operations Supervisor will certify for payment through referenced service ticket, assuring that all services were performed in accordance with contract terms.
