Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS A REQUEST FOR QUOATION (RFQ) NUMBER: 09-AACR-LFF. The Contractor shall provide credit bureau report accessibility, online through Internet access and a Web browser, from the major credit reporting agencies in the nation, which are TransUnion, Equifax, and Experian, at rates that are reasonable as compared to the market, to a specified number of users who will be ordering and retrieving reports. The accessibility shall be online for the following type of reports: 1. Single Bureau, Dual-Merge, and/or Tri-Merge Credit Reports that provides a complete credit profile of the applicant based on credit data from one, two, and three of the national credit data bureaus. 2. Collection Credit Reports that provides multiple current active addresses and phone numbers of the applicant based on credit data from one, two, and three of the national credit data bureaus. The period of performance shall be a Base Period of twelve (12) months and four (4) twelve (12) months Options periods. NAICS 561450: Credit Bureaus The following provision applied to this acquisition: 52.212-1, Instructions to Offerors—Commercial Items (Apr 2008) 52.212-4, Contract Terms and Conditions—Commercial Items (Feb 2007) 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items (Apr 2008) 52.212-2, Evaluation—Commercial Items (Jan 1999) (a) The Government will award a Blanket Purchase Agent resulting from this solicitation to the responsible offeror whose offer will be the most advantageous to the Government, price and other factors considered. The offer MUST meet and provide required documentation for all the factors listed below: 1. The Contractor MUST be able to provide 24 hours online accessibility 7 days a week. Please provide assurance that online accessibility will be 24 hours and 7 days a week accessibility. 2. The Contractor MUST provide technical support services for any issues that may arise in accessing website, and retrieving and processing of requests of reports, for a reasonable amount of time each day of the weekday. Please provide a contact name and telephone number and the hours that technical support will be available. 3. The Contractor MUST provide accessibility to reports that can be printed and/or viewed online instantly in an easy to read format that includes a variety of sort sequences, credit summaries, and reliable current information. Please provide assurance of these specifications. 4. The Contractor MUST have the ability to grant access for ordering reports from multiple users and from multiple locations at any time. Please provide assurance of these specifications. 5. The Contractor MUST provide the following features in the accessibility and retrieval of reports: ability to have a secure password protected access, ability to have easy to follow data entry screens, ability to archive orders for 90 days, ability to make updates to reports without re-entering data, and the ability to calculate automatically grand totals of balances, credit limits, outstanding payments. Please provide assurance of these specifications. 6. The Contractor MUST be able to provide easy to read, itemized invoices on a monthly basis. The invoices shall be itemized to indicate each order’s quantity, and unit price. Please provide assurance of these specifications. AWARD CRITERIA: The award of this contract will be based on the Offeror’s ability to meet ALL of the evaluation factors above and lowest cost. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. ADDITIONAL: Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer. Offers for this procurement are due on December 15, 2008 at 12:00 p.m. All required documentation must be submitted electronically to LFlach-Fulcher@hrsa.gov. NO EXCEPTIONS.
