Description
Maintenance of the GeneTests Database This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH), National Library of Medicine (NLM is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. It is the intent of the National Library of Medicine (NLM) to issue a cost reimbursement type contract for the creation and maintenance of records in the GeneTests database. GeneTests is a database that contains the following principal components: (1) peer-reviewed descriptions of genetic diseases written by subject matter experts including curated information on genetic tests for diagnosis, management, and genetic counseling; (2) a directory of laboratories which perform research and clinical testing for genetic disorders; (3) a directory of U.S. and international genetics clinics which provide genetic evaluation and genetic counseling services. GeneTests contains over 450 disease descriptions written by international clinical and laboratory experts and peer-reviewed by both an internal and external group of reviewers. The disease descriptions are structured text and include sections on management, counseling, molecular genetics, and resources. Each entry is regularly updated in a formal review process. The laboratory directory includes over 590 laboratories performing clinical testing for 1300 diseases and research on 300 diseases. Testing includes DNA-based, cytogenetic, and biochemical tests. Each entry contains the name, symbol, and synonyms for the tested gene, the chromosomal locus, laboratory personnel and genetics board certifications. The clinics directory has over 1100 clinics listed with information on the staff certification, services provided, specialty clinics and contact information. Educational materials are also available which provide a medical genetics glossary and explanations of genetic testing and consultation. Genetic testing has assumed an increasingly important role in medical practice and research due to the rapid pace of gene discovery and of the transformation of information from the laboratory to the clinic. The purpose of this contract is to ensure the continuance of GeneTests as a comprehensive and up-to-date source of genetic testing information for a diverse audience that includes scientists and healthcare professionals as well as the lay public. Specifically, this contract will provide the editorial capability to update the content within each of the GeneTests resources as new information becomes available from the various scientific and clinical disciplines related to inherited disease susceptibility. This content will be made available for access at the web site of the National Center for Biotechnology Information (www.ncbi.nlm.nih.gov). The contractor shall be responsible for meeting high quality standards through the use of recognized experts in the field of clinical genetics for the creation, updating, and peer-review of the database contents. This contract will be a follow-on contract to an existing contract (NO1-LM-4-3503) issued 6/1/2004 by NLM to the University of Washington, Seattle. The existing contract has provided new content for GeneReviews from experts in the fields of clinical genetics, neurogenetics, molecular genetics, and clinical counseling. 48 new reviews are created for the GeneReviews section each year and every two to three years each of the 450+ reviews is comprehensively updated. Revisions to reviews are also made immediately whenever there is new clinically relevant data. New lab tests have have been added to the database at the rate of 100 per month and over 10 new clinics have been added per month. The content of the GeneTests database is copyrighted by the University of Washington and Children's Health System, Seattle, Washington. All responsible sources may submit a proposal which will be considered by the National Library of Medicine. This Sources Sought notice is not a Request for Proposal (RFP), nor is an RFP available. Interested firms responding to this sources sought notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities, however, the statement should not exceed 10 pages. (b) The capability statement should include references, key personnel, and any teaming arrangements needed to fulfill the requirements. It must identify the responder's small business type and size. (c) All capability statements must be submitted electronically no later than 3:00pm eastern standard time on Thursday December 4, 2008 to Sally Boakye at boakyes@mail.nih.gov
