- November 13, 2008 Update - The GPNTS Draft Statement of Work (SOW) andDraft Technical Requirements Document (TRD) are now available. The DraftSOW may be accessed by clicking on the link under the Attachments sectionbelow. To receive the Draft GPNTS TRD, please send an email request to RosaPuig, rosa.puig@navy.mil. The email request should include your name,company's name, and Commercial and Government Entity (CAGE) code.Questions shall only be provided in writing and submitted via the SPAWAR e-Commerce website (https://e-commerce.spawar.navy.mil) no later thanJanuary 5, 2009. The Government may make available to the public anyquestions and requests for clarifications as well as answers to these questionsand requests for clarifications; therefore, submitting comments of aproprietarynature is not encouraged. The Government may not respond to questions orrequests for clarifications submitted later than January 5, 2009. The date for the GPNTS Industry Day, to be held locally in San Diego, remainson December 9, 2008. The point of contact for Industry Day remains Rosa Puigat rosa.puig@navy.mil with the request for attendance to be submitted byDecember 2, 2008. Interested parties should continue to visit the SPAWAR e-commerce site forupdated information. October 28, 2008 Update - The estimated release date of the GPNTS draftdocuments has been moved to November 14, 2008. The date for the GPNTSIndustry Day, to be held locally in San Diego, has moved to December 9,2008. The point of contact for Industry Day remains Rosa Puig atrosa.puig@navy.mil with the request for attendance to be by November 21,2008. The Space and Naval Warfare Systems Command (SPAWAR), ProgramExecutive Office (PEO) Command, Control, Communications, Computers andIntelligence (C4I), Navy Satellite Communications Office (PMW/A 170), plansfor a full and open competition for the Global Positioning System (GPS)-Based,Positioning, Navigation, and Timing Service (GPNTS). The Global PositioningSystem (GPS) Based Positioning, Navigation and Timing (GPNTS) Program wasestablished to develop, acquire, and manage modernized pervasive, robust,secure, integrated and interoperable network-centric GPS-based PNTcapabilities to the fleet. The Government anticipates releasing draft documentsaround 30 October 2008 for the system design and development (SDD) and ifexercised, options for production of GPNTS systems. The contract isanticipatedto be a Cost Plus Incentive Fee for system design and development and FirmFixed Price for production systems. PEO C4I PMW/A 170 may be hosting an Industry Day in November 2008regarding the draft documents. Date and time have yet to be determined. Forattendance to the the GPNTS Industry Day, please send an email to Rosa Puigat rosa.puig@navy.mil no later than 3 November 2008. The e-mail requestshould include the company name, Commercial and Government Entity (CAGE)code and the name of each attendee (up to 4 attendees per company). The North American Industry Classification System (NAICS) code for thisrequirement is 334511 and the size standard in number of employees is 750.
