- Architect and Engineering (A/E) Services - The Department of Veterans Affairs Medical Center (VA), 510 Butler Avenue, Martinsburg, WV 25405 seeks a qualified A/E firm to provide all survey, design analyses, life cycle cost analyses, design, cost estimation, scheduling and accessory services for contract documents to provide for the repair of the existing chiller plant capacity, to include chillers, pumps, cooling tower, piping and controls. The existing chillers are approximately 30 years in operation, are R-11 refrigerant based, do not have ASHRAE 15 compliance, and are not integrated with the existing Johnson Metasys engineering control center. Configuration is two (2) 800-ton units and one (1) 400-ton unit. Design shall comply with requirements of VA HVAC Design Manual, Chapter 4. Specific requirements under the manual include N+1 capacity, performance compliance, and comprehensive chilled water system study. Design shall provide compliance with Federal Energy Management Performance (FEMP) purchasing specifications in accordance with the Energy Policy Act of 2005 and FAR Section 23. Additionally, design shall accommodate requirement for emergency or contingency connection for portable chillers with emergency power generation. Design shall specifically include ASHRAE 15 compliance, metering of the chiller plant (as a minimum, monitoring of voltage, current, KW, kW demand, kWH, kVA, kVAR, power factor, and make-up water). Design shall specifically include future demand and future development plan shall be provided to the designer for incorporation in the Schematic submittal. Firms must be located within a 200 mile radius of the VA Medical Center, Martinsburg, WV 25405. Qualified firms must submit their completed SF 330 to the Veterans Affairs Medical Center, V5 Contract Satellite Office, 510 Butler Avenue, Building 308-B, Martinsburg, WV 25405, Attn: Herb Payne. Firms must submit four copies of the SF330 (w/NO PHOTOS). The SF330 can be found on the GSA forms website www.gsa.gov. The VA will shortlist the firms utilizing the SF330 form and interviews will be conducted with at least 3 firms based on the outcome of the scoring. Selection criteria will be in accordance with FAR 36.602-1, which will include at a minimum: (1) Team proposed for this project, (2) Proposed management plan, (3) Previous experience of proposed team, (4) Location and facilities of working offices, (5) Proposed design approach for this project, (6) Project Control, (7) Adequate Resources, (8) Estimating effectiveness, (9) Miscellaneous experience and capabilities, (10) Litigation and Insurance, and any other appropriate evaluation criteria. This is a total small business set aside. NAICS Code: 541310/size standard is $4.5 million. This is not a request for proposal nor will a solicitation package or bidder/plan holder list be issued. No faxed or email forms will be accepted. Response to this notice is required no later than December 1, 2008 at 2:00pm Eastern Standard Time.
