Beechcraft 1900D Mechanic PSC ISSUANCE DATE: October 28, 2008 CLOSING DATE: December 8, 2008 SOLICITATION NUMBER: PSC-09-006(INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Narcotics Affairs Section, American Embassy Lima, Deputy Aviation Advisor. The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. PERIOD OF PERFORMANCE: February 2009 - February 2010 estimated 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES A.1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS) Lima, Peru. The incumbent will be based at NAS facilities located at Group 8 of the Peruvian Air Force Base, Jorge Chavez International Airport, Callao, Peru. PURPOSE: The purpose of this professional services contract is to provide a full-time Beech 1900D Mechanic for the NAS Aviation Program in Peru. The incumbent serves as mechanic for the NAS-owned Beechcraft 1900D aircraft, and is responsible for performing all scheduled and unscheduled organization-level maintenance required by the aircraft, the calibration of all special tools and the maintenance of all ground support equipment. SUPERVISORY CONTROLS: The incumbent works for the Fixed-Wing Aviation Advisor and under the direct supervision of the B1900D lead mechanic. Additionally, the individual may be directed by the Pilot-in-Command of the NAS Beechcraft 1900D on a day-to-day basis. 2. STATEMENT OF WORK The Beech 1900D Mechanic position responsibilities include, but are not limited to the following: A. Maintenance Responsibilities 65% Perform the following in accordance with the Original Equipment Manufacturer’s (OEM) specifications while conforming to all the standards of the FAR Part 91: Perform all scheduled maintenance inspections on both the airframe and powerplants and related systems. Perform all quality control inspector duties as assigned. Maintain aircraft electrical and avionics. Perform all organization-level unscheduled maintenance necessary to return the aircraft to an airworthy condition. Document all maintenance tasks, compliance with Airworthiness Directives (AD’s) and Service Bulletins (SB’s), trend monitoring and reporting, hazardous waste control, and tool control. Immediately notify appropriate NAS Aviation Advisors of the aircraft maintenance status should a change occur. Supervise one local hire mechanic if required. B. Administration 35% Perform the following in accordance with the Original Equipment Manufacturer’s (OEM) specifications while conforming to all the standards of the FAR Part 91 and following local NAS procedures: Track all flight times, inspection times, overhaul hours, and airframe and engine cycles Submit purchase requests and upon approval, order parts required to maintain an on-hand parts inventory and order replacements for AOG parts and for time change components as required in accordance with BPAs established with parts vendors and suppliers. Perform receiving inspections on all major components entering the NAS Beech 1900D logistical system. Prepare all inoperative parts and equipment for return shipment to the appropriate vendor or repair facility. Manage an on-hand parts inventory and inspect all incoming and outgoing aircraft parts. Manage the technical publications library. 3. MINIMUM REQUIREMENTS Must have a valid FAA-issued Airframe and Powerplant certificate. Additionally an Inspection Authorization and / or FCC license is preferred. Must be a U.S. citizen and must be able to obtain and maintain a US Department of State security clearance. Must have ten years documented aviation maintenance experience, with at least five years experience in maintaining fixed-wing aircraft. Must have in-depth knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR part 1, 43, 61, 63, 67, 91, and 830. Must have completed King Air B200/350 or B1900 maintenance certification course, or have a minimum of 3 years experience directly maintaining Beechcraft 1900 model aircraft. Strong Avionics experience is preferred. Must be able to function in a Microsoft Outlook environment for communicating via e-mail and be able to access and manage OEM, FAA and aircraft-related information via the internet. A working knowledge of U.S. Department of State, Office of Aviation, maintenance procedures and directives is desirable. Spanish language proficiency to the 2/2 level is required. Must be willing to travel in-country to remote locations and out of country when required. Incumbent must be able to independently perform the fieldwork in remote areas for extended periods without on-the-ground-supervision. Knowledge of Embassy organization and the complexities of interrelated activities as well as the familiarity with program, organization, and operation of other USG elements involved in counter-narcotics programs is desired. Knowledge of the political, economic, legal, and military environment of Peru and regional factors affecting counter-narcotics programs is desired. Familiarity with U.S. counter-narcotics operations in Latin America is desired. 4. COMPLEXITY Assignments include a wide range of detailed tasks which comprise a sophisticated, structured aviation maintenance program. These tasks include, but are not limited to the following: actual hands-on maintenance; aircraft inspection; trend monitoring; forms and records tracking; and maintaining a technical publications library. The mechanic is the cornerstone for sustaining an acceptable operational readiness level. The incumbent will integrate and apply specialized professional knowledge in recommending changes to the maintenance program which may directly enhance the safety of the NAS B1900D program. 5. PHYSICAL DEMANDS Incumbent and any accompanying dependents must meet U.S. Department of State physical requirements to live in Peru. The work is both physical and sedentary in nature, and involves activity at both the main operating base at the Lima airport and at Embassy offices and temporarily at forward field locations. The work will require some physical exertion and dexterity and will be performed in an outside environment as well as an office environment. 6. WORK ENVIRONMENT The work is primarily conducted in an airplane, office, aircraft hangar or airport tarmac with some travel to outlying field locations for missions. Some remote field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the drug traffickers and therefore may pose significant risk to the incumbent while at these sites. Evaluation Criteria: Factor 1. (Mechanic Skills) Offeror’s ability to meet or exceed the stated experience requirements for: a. Maintaining aircraft in an airworthy condition in accordance with the Original Equipment Manufacturer’s (OEM) specifications while conforming to all the standards of the FAR Part 91 for at least ten years, with three of those years maintaining B1900D or similar type aircraft. b. Performing quality control functions during performance of all scheduled inspections and unscheduled repairs on B1900D or similar type aircraft. c. Maintaining aircraft avionics and electrical systems d. Performing maintenance and repairs with little or no supervision in remote areas where facilities and / or support is limited. d. Documenting maintenance and inspections using Internet / computer based aircraft maintenance tracking programs. e. Maintaining hazardous waste, hazardous disposal, and hazardous material control in accordance OSHA and / or IATA regulations. f. Monitoring, identifying, and reporting component deficiency trends. g. Maintaining a tool control program. h. Performing receiving inspections on all parts and parts serviceability documentation. i. Operating and maintaining aviation ground support equipment. Factor 2. (Maintenance Administration) Offeror’s ability to meet or exceed experience requirements for: a. Overseeing activities of locally hired workers, especially in cases where the workers speak only Spanish. b. Scheduling maintenance in such a way that maximizes the availability of aircraft for missions. c. Calculating daily weight and balance based on cargo and passenger manifests for B1900D or similar type aircraft. d. Maintaining aircraft historical records, component historical records, and aircraft flight times through the use of Internet / computer based programs. e. Maintaining technical publications library. f. Ensuring that all applicable Airworthiness Directives, Service Bulletins, and Aircraft Flight Manual updates are current and in compliance. g. Maintaining aircraft spare parts stock levels f. Performing vendor audits. Factor 3. (Experience/Past Performance) Offeror's previous experience and quality of performance (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references or independently). Compensation Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
