- Architect and Engineering (A/E) Services - The Department of Veterans Affairs Medical Center (VA), 510 Butler Avenue, Martinsburg, WV 25405 is seeking a qualified A/E firm to provide all survey and field investigation, design analyses, life cycle cost analyses, design, preliminary and contract drawings and specifications including scheduling, phasing and accessory services, cost estimates, review meetings, construction period services, and site visits (if required) to correct deficiencies to the heating, ventilation and air conditioning (HVAC) in the main hospital, Building 500. Specific deficiencies to be addressed are: 1. Replacement of AC-18 a single fan, dual duct system with air side economizer supporting multiple floors and zones. The air handling unit (AHU) is located in the Penthouse of B-500. Design will emphasize minimizing occupancy disruption and specifically include analysis for temporary support requirements, and will evaluate dual fan, dual duct configuration. Incorporate all air side equipment, to include air supply, exhaust, return and controls. 2. Repair/replace hydronic hot water heating system in the Penthouse and Basement (East, North, and West) mechanical rooms. Work will be phased between four (4) mechanical rooms to allow for award under separate or phased construction documents. Provide optimized design for a variable flow hydronic hot water heating system to include converters, chemical treatment, piping, expansion tank, air separators, valves and fittings, and controls. The design shall include revision of AHU reheat coils from 3-way to 2-way control. 3. Repair of the AHU humidification system. All AHU's currently use central plant steam for direct humidification. The design shall provide for optimal arrangement of "clean" steam generation to the AHU's in ten (10) mechanical rooms. The A/E will investigate existing conditions and recommend various approaches considering efficiency, time and cost. Firms must be located within a 200 mile radius of the VA Medical Center, Martinsburg, WV 25405. Qualified firms must submit their completed SF 330 to the Veterans Affairs Medical Center, V5 Contract Satellite Office, 510 Butler Avenue, Building 308-B, Martinsburg, WV 25405, Attn: Germaine Talbot. Firms must submit four copies of the SF330 (w/NO PHOTOS). The SF330 can be found on the GSA forms website www.gsa.gov. The VA will shortlist the firms utilizing the SF330 form and interviews will be conducted with at least 3 firms based on the outcome of the scoring. Selection criteria will be in accordance with FAR 36.602-1, which will include at a minimum: (1) Team proposed for this project, (2) Proposed management plan, (3) Previous experience of proposed team, (4) Location and facilities of working offices, (5) Proposed design approach for this project, (6) Project Control, (7) Adequate Resources, (8) Estimating effectiveness, (9) Miscellaneous experience and capabilities, (10) Litigation and Insurance, and any other appropriate evaluation criteria. This is a total small business set aside. NAICS Code: 541310. Size standard is $4.5 million. This is not a request for proposal nor will a solicitation package or bidder/plan holder list be issued.
