Description
The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx New York, Network Acquisitions and Logistics program is currently seeking firms, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, Hubzone, 8(A) or Small Business with the ability to provide, "HVAC CONTROL SYSTEM DIAGNOSTIC/PM SERVICES". Contractor shall provide technician on site to provide service with experience at the journeyman level of expertise and shall provide, at the request of the contracting officer, all training records of any tech performing services. Contractor shall be certified to work on both Metasys Control Systems (DX9100 field controllers) and FX-based (FX40 supervisory controllers, FX Server software) systems. Experience in N2, BACnet/IP, and Lon Works protocols must be demonstrated. Prospective bidders must show experience with 3 or more client references for each system. Firms must also provide Field PM services to HVAC Control Equipment in the field for approximately 50 Air Handling Units with a combined total air flow rate capacity of 950,000 CFM, (each ranging between 8000 and 60000 CFM, and having about 14 items to be PM'd). Contractor shall provide annual calibration, lubrication, electrical termination checks, performance checks, range of motion checks, and leakage checks for each item as needed. The Group type and quantity are as follows: Grouping QTY of items Damper/Transducer: 61 Pressure Sensor: 198 Pressure Switch: 46 Temp/Hum/CO2 Sensor: 294 Valve/Transducer: 98 Contractor shall provide comprehensive report of all findings and non-findings, simple field repairs made, and necessary repairs requiring new parts or total replacement. This contract will not require the contractor to provide parts nor make extensive repairs requiring a return visit. Air Dampers: Calibration, lubrication, and other annual checks/service for each item. All dampers include an electro-pneumatic transducer to be calibrated; the damper acuator shall be checked for full range of motion at zero and span setpoint values. Pneumatic tubing shall be checked for leaks. Pressure Sensors PM check and check field static pressure sensor for proper calibration. If calibration cannot be corrected, recommend for replacement. Check air connections and loop continuity back to DX9100. Pressure Switch PM checks and check for local AHU filter alarm pressure switch for proper calibration. If calibration cannot be corrected, recommend for replacement. Check air connections and loop continuity back to DX9100. The CO2, Humidity, and Temperature Sensors PM check and check field CO2, humidity, or temperature sensor for proper calibration. If calibration cannot be corrected, recommend for replacement. Check probe cleanliness, connections, and loop continuity back to DX9100. Control Valves/Transducer: Calibration, and other annual checks/service for each item. All valves include an electro-pneumatic transducer to be calibrated; the valve acuator shall be checked for full range of motion at zero and span setpoint values. Pneumatic tubing shall be checked for leaks back to DX9100. Vendor must also provide and install latest software for all FX40's on site as well as latest FX server package and FX Workbench on HVAC supervisor's workstation. Create up to 5 new graphic pages for various systems. Install up to 20 new points from DX9100's on the FX Server frontend. Create 10 custom tabular data trending report templates each containing up to 10 points. Interested parties must demonstrate capability and specialized experience including past performance history and references, minimum of three references. The firm will be responsible for providing all management, supervision, labor of the equipment, and shall plan, schedule, coordinate and assure effective delivery of these services.
